He would like to see the update on the noise at Old Castle Glass on the Board’s agenda in the future. Susan Borgemoen, 5107 Linda Street, Weston, spoke to the Board about the noise at Old Castle Glass. She wanted to acknowledge the inspections department and police department for looking into the noise issue. Barbara Bolton, 3102 Foxtail Court, Weston, spoke to the Board regarding the creation of a TNR Ordinance. She also offered information for Jesse Nedi Gums who owns Rescued Pet Veterinary Clinic in Merrill who would assist in control of the non-strays in the Village. Vicki Williams, 3204 Foxtail Court, Weston, spoke regarding funding for the non-dog strays in the Village and is in favor of the TNR Ordinance. Jim Pinsonneault, 5002 Arrow Street, Weston, spoke to the Board as a resident, not as a Trustee, on the sale of the old municipal property at 5500 Schofield Avenue saying he was unhappy with the process of listing the property for sale. He indicated that the listing of the Village property was not done the same as listing a private property. Administrator 19. Clerk 20. Finance 21. Fire/EMS Chief Finke informed the Board that the open positions in the department have been filled. The department has been busy with three structure fires recently. 22. Parks & Recreation Osterbrink informed the Board that the ice rinks will be up and running by the end of this week. Maloney asked about Yellowbanks and if the disc golf was going to be moved to Prohaska Park. Osterbrink said that was discussed and they are looking into what would be best for the disc golf patrons. Maloney asked about the joint pool passes with Rothschild. Osterbrink said the Village is working with Rothschild on this. 23. Plan/Dev 24. Police Captain Hancock informed the Board that the Village of Rothschild had assisted during the department’s staffing issues during the officer involved shooting as there were three officers involved. There have been two new recruits, however one recruit had to remove themselves. 25. Technology Pinsonneault asked Crowe about the status of the cameras at Kennedy Park in which Crowe responded that he is currently working on establishing a VPN configuration. Maloney asked where the cameras were located due to the vandalism of the park. Crowe stated where the cameras are located, and that the Village can add more cameras as needed. Update and possible action on American Rescue Plan (ARPA) Funds None. 35. Update on goals for 2023-2025 Strategic Plan (on recording https://youtu.be/nyYgNjmtAcI?t=2700) Administrator Gebert stated that there were updates in the staff reports and the employee engagement was being worked on at the current time. 36. Update on Stillwater Landing Mobile Home Park (on recording https://youtu.be/nyYgNjmtAcI?t=2718) Keaton Schultz, 3400 Regent Street, Stevens Point presented to the Board providing a quick history of the park. He purchased the park in mid-January of 2020. He had plans immediately to make repairs to the park that never panned out due to cost and contractors’ unavailability. Covid happened in 2020 and costs went up. His plan was to replace for over 5200 square feet of new roads. Zeyghami stated that it would be linear feet, not square feet. Schultz stated that 2100 feet was done in the first phase. They demolished over 14 homes and are working on completing the curb and gutter as well as replacing hydrants and bringing in slabs for new homes. The new homes are not up and running and ready to go because of the complexity of doing so and all that is involved. Schultz cleaned up lots of garbage from tenants and garbage behind storage sheds. Schultz stated he is actively putting a plan in place for the current homes and then the next phase can happen when budget allows. Pinsonneault asked about updating the pavement plan and where Schultz is with that. Schultz said he cannot pave the whole park in 2024 as he cannot afford it. Pinsonneault asked about the safe passable roadway for the rest of the tenants. Schultz stated that the worst of the roads was completed. Maloney stated that the sense of urgency was not there for the potholes that existed and that if the park is only going to be 40 percent complete, then the remainder 60 percent must be maintained on a regular basis due to the weather. Pinsonneault asked if they could pave more for less and then do the curb in Phase 2. Maloney asked for the need of the curb. Schultz stated that the curb was necessary for water retention and storm water and to hold vehicles off the grass and that the curb protects the blacktop. Cronin asked how many active violations are in there and asked that Schulz enforce his residents to fix the issues as that is his responsibility. Maguire indicated that would be a lot-by-lot inspection done this week and that Schultz has cleaned up a tremendous amount of garbage in the park. Pinsonneault said that it would just be nice to have a timeline created, benchmarks set, and accounted for. Zeyghami asked if the watermain is going to be cost-shared. Wodalski said that it would be up to the Village to restore backfill back up to the street surface under the agreement that they were planning on paving the road. Maloney said that the fencing needs to be fixed by East Jelinek. Cronin asked how early the park intends to move forward with continuing to get started. Schultz stated that he would like to get started as soon as the frost is out of the ground. 37. Update on Punch List Items for Municipal Center (on recording https://youtu.be/nyYgNjmtAcI?t=3880) Zeyghami asked why it is taking so long for the items to be completed. He understands this takes time, but the items should be completed. Wodalski said lots of the items are in the works/parts are being ordered. Maguire said that some of the systems have not been tested yet like the AC as it has been winter. Zeyghami said that he would like to see a meeting with Bryan, Michael, Roman and himself to discuss the punch list items. 38. Update on Old Castle Glass Noise Complaint (on recording https://youtu.be/nyYgNjmtAcI?t=4143) Higgins stated that Administrator Gebert, herself and the inspectors took a tour of the OCG plant. They still need to investigate other businesses in the area with regard to the noises that the community is hearing. Staff would like to discuss ideas with OCG regarding the fan noise. Staff heard a lot of noise outside, but it was coming from outside the building and possibly from other businesses in the area and there is need to investigate that further. Captain Hancock informed the residents to call the non- emergency number when they hear these noises so they can document. Cronin encouraged the residents to call the police department when the noises are loud to build a pattern. Pinsonneault asked what the measured noises were and what was allowed. Maguire indicated 85 decibels. Pinsonneault asked about vibration and Maguire indicated there were no measurable vibrations. Additionally, he stated that when on site, they did not have the tool available to them to measure the sound. He did take audio and video recordings. Pinsonneault said that the very loud noises are what the Village needs to pay attention to and track and meter that noise. 39. Discussion and/or action on Pending Contract with the Humane Society of Marathon County for Non-Dog Strays (on recording https://youtu.be/nyYgNjmtAcI?t=4784) Administrator Gebert explained that the topic on the agenda tonight was about stray animals that could be adoptable. The TNR is another topic, and that ordinance is being drafted for the Board’s review at the next meeting. The $18,500 was budgeted for non- dog strays to be taken to the Humane Society. The Humane Society reconciles after the end of the year, and they would charge $200 over the 100 non-dog strays budgeted for and we would not know that dollar amount until the end of the year. Trautman said that the $18,500 that was budgeted is for 2024. Maloney questioned the review process of the Humane Society and the end of year reconciliation. Ken from Happily Ever After Sanctuary spoke to the Board that they did not want to make too many commitments. Cronin reflected on the numbers that were provided by Humane Officer Bishop as to the amount of non-dog strays were pick up and commented on how in the four years stated, they were never over 100. Weiland would like to see funding for both the non-dog strays and the TNR program. Osterbrink reminded the Board that a few years ago 20 rabbits were released at Yellow Banks Park, 16 were recovered, and those counted as non-dog strays. No action. 40. Discussion and/or action on 2024 Compensation Increases (on recording https://youtu.be/nyYgNjmtAcI?t=5858) Motion by Pinsonneault, second by Weiland to approve the 2024 wage increases of 3% for all staff who have a satisfactory performance evaluation on file with the Administrator and have been with the Village for the majority of 2023, starting January 8, 2024, and return any wage adjustments to the Human Resources for recommendation to the Village Board. Maloney stated that the Board should be following Robert’s Rules of Order. Ermeling recalled that there was a reason why this was not the decision years ago. Gebert said that Robert’s Rules and Order in Brief could be ordered for the Board to follow. Pinsonneault asked who would provide the training. Gebert said that either Attorney Yde might be able to do a brief training on it or we could get outside services to give the Board some training. Zeyghami said that he and Wodalski had a discussion regarding this, and 2 percent was what was discussed at the Public Works Committee meeting. Cronin asked what the Village’s preference was. Wodalski said they typically used 3 percent. Pinsonneault asked if this was with a four- way stop, which the response was yes. 46. Discussion and/or action on Purchase of Utility Work Machine/Mini Loader (on recording https://youtu.be/nyYgNjmtAcI?t=6812) Motion by Pinsonneault, second by Weiland to approve the purchase of the Bobcat UW56 with accessories as presented in the packet for a total price of $89,600.90. Cronin asked if the Bobcat has a dump bed on the back. Wodalski said yes. Osterbrink said it is helpful with the dump bed for use on the trails. Discussion and/or action on Farmers Market Selection Process (on recording https://youtu.be/nyYgNjmtAcI?t=6918) The agenda item was discussed, and no action taken. Public comment from Gary Guerndt prior to going into closed session (on recording https://youtu.be/nyYgNjmtAcI?t=7269) Gary Guerndt, 8201 Ryan Street, spoke to the Board wanting to clarify and answer some questions. Gary heard that Pinsonneault spoke to the Board about it being a gift and inquired about what he meant. Pinsonneault said any dollar paid less than the assessors fair market value is not what other people would pay and therefore, it seems to be a gift. He has more of an issue because of the way that it was never listed for sale at the onset. It was listed for a short period of time by a realtor that wasn’t high volume commercial, and he felt the exposure was not there. If the Village had put it on the market in 2020, Pinsonneault said he would feel different about it. There was no sign out front. It was not on other markets web. Guerndt asked to clarify what Greg Schmidt has it valued at to which Cronin stated that the Village has an estimated assessed value. Guerndt stated that the board has been open to say they don’t want to see what is currently there and is asking what the value is that Greg Schimdt placed on the property. Is the value based on green space? Gebert said that Greg Schmidt felt it was between $2.50 and $2.80 per sq. foot and that a value of $808,000 and $905,000 for the property was provided with the buildings on the property as they have limited value. Pinsonneault stated that even if the buildings are not in great condition, they still have value. Guerndt stated that taking the demolition costs and cost to seed the parcel would lower that value and is confused why the comments are being made that his sale is too low. Zeyghami asked Guerndt if he was going to demolish all of the property. Guerndt said that he was looking to repurpose three buildings and bring them up to par. Zeyghami questioned Guerndt that if he was planning on repurposing some buildings, then the cost of topsoil would be reduced as he would not have the need for as much since there would be buildings there. If the Village was to provide a credit for demolition, then the buildings should be demolished. If the purchaser of the property does the demolition and the Village reduces the full price by that amount, then if they buildings are not demolished, that number needs to be changed. Pinsonneault stated that he was not a yes vote to knock the site down. He wanted to see something get in there even with a few buildings remaining. The Board collectively made the decision to wipe the slate clean and get the highest and best use. Cronin added that he did not want to see the Public Works Department removing the buildings as the Village has enough work and would not have time to do that. MOVE TO CLOSED SESSION PER Wis. ATTORNEY REFERRALS None. STAFF REFERRALS Pinsonneault requested that the Evolve website be updated. Additionally, he requested that staff install a for sale sign on the property and list for sale remaining items to include fuel tanks, buildings, etc., on the Wisconsin Surplus website. He also requested that staff provide a RFC for a Village Engineer replacement for February. BOARD OF TRUSTEES MEETING MINUTES 01/15/2024 Prepared by: Pamela Brehm, Village Clerk VILLAGE OF WESTON, WISCONSIN OFFICIAL MEETING MINUTES OF THE BOARD OF TRUSTEES Weiland would like to see staff find another outlet for the non-dog stray contract and find funding for TNR. Ermeling requested that the Village find funding for the TNR program. Cronin requested that staff move forward with research on holiday lighting as he does not want it to fall through the cracks. REMARKS FROM TRUSTEES Cronin had a meeting with Higgins and Parker about recycling and looking ahead. In the past Weston was a leader in the community forward thinking and he would like to see the Village to continue being forward thinking. Ermeling asked to be excused at the next meeting as she will be away. REMARKS FROM THE PRESIDENT Maloney said that Tessen is doing great on the website. He requested administrator work with Hodell on the farmers market and requested changes to The Wire newsletter. Maloney also inquired about the Kerry water tower and repainting of the water tower.
