Jim Olafson – 5503 Winding Creek Drive was present. He is the president of youth baseball and
commented on Kennedy Park improvements to the park. They believe that Kennedy Park is the
center of the baseball community and the plans put forward would be a huge benefit to the
community.

Discussion was held on the projects provided to the Board and the ARPA funds
considered for each project. The remainder of the ARPA funds of $766,166.01 would
go to the Kennedy Park project.

ARPA funds balance to improvements for the Kennedy Park project to include
masterplan development, engineering, marketing, etc.

41. Discussion and/or action on Police Protective Services and Municipal Court Services

Agenda Item No. 41 was heard after Item No. 41 and prior to Agenda Item No. 6 on
agreement of the Board.
Motion by Ermeling, second by Weiland to approve the Police Protective Services
and Municipal Court Services Agreement with the Village of Rothschild.
Discussion: Pinsonneault asked the following comments:
1. Did Attorney Yde review the proposed agreement. Gebert said that Attorney
Flanigan has reviewed the agreement which said attorney was approved by both
municipalities.
2. In 2023, he and Attorney Yde researched the current EMPD Charter Agreement.
He did not see the changes or recommendations that were put forth in this
agreement.
3. On Page 204 under Commission line 3 when will the officers be chosen? Gebert
said at the first meeting that will be one of the first agenda items.
4. A member of the Commission should be a person who has prior law enforcement
background.
5. No more than two members that serve on the Commission should have prior law
enforcement experience.
6. How will vacancies be handled? Vergin said that the Village President would
handle those with Board approval. The appointments would be staggered.

He would like to encourage public comment.
Cronin stated that he received phone calls from residents regarding the impact of
local service. Chief Hunt stated that with the new department, there will be higher
staffing and more service available.

his concern is that he does not want the Board to get in the habit of a trustee saying
that if he/she does not provide the information, it would be a public records request.

sources that would come forward.

Discussion: Pinsonneault asked if there was an updated road payment plan. Gebert
explained the map presented to the Board and the plans of the Park. Keaton Schultz
would like to do as much as he can this year starting with the red and yellow as indicated
on the map and the blue and green as indicated on the map but prices would dictate if
he would be able to do the blue and green this year. Pinsonneault requested of Schultz
that all the colored areas on the map be completed by 11/20/2024 including the curb,
asphalt, and gutter. Schultz said that was the plan but the green line only represented
driveways. Maloney stated that he would like to see the date of completion in the
contract of 11/20/2024.

to complete the project by November 20, 2024.

Discussion: Wodalski explained that this came to the water utility committee by a
committee member. Cronin stated he was in favor of keeping Lawndale open and
placing stop signs along the cross streets. Chief Finke said he was not in favor of the
multiple signs on Lawndale.
