Discussion: Pinsonneault asked the following comments: 1. Did Attorney Yde review the proposed agreement. Gebert said that Attorney Flanigan has reviewed the agreement which said attorney was approved by both municipalities. 2. In 2023, he and Attorney Yde researched the current EMPD Charter Agreement. He did not see the changes or recommendations that were put forth in this agreement. 3. On Page 204 under Commission line 3 when will the officers be chosen? Gebert said at the first meeting that will be one of the first agenda items. 4. A member of the Commission should be a person who has prior law enforcement background. 5. No more than two members that serve on the Commission should have prior law enforcement experience. 6. How will vacancies be handled? Vergin said that the Village President would handle those with Board approval. The appointments would be staggered.
