President Maloney called the Board of Trustees meeting to order at 6:26 p.m.

PUBLIC COMMENTS
President Maloney read an email from a resident, Kyle Bender 5903 Prairie Street. The email
stated that “taxes shouldn’t rise every time the city wants to revalue your property. Our property
values aren’t worth more, the dollar in our bank account is worth less.”
Trustee Zeyghami is inviting staff to play pickleball at Wausau Tennis & Pickleball Centre.

4. Approval of September 23, 2024, Special Board Budget Workshop Meeting
Motion by Zeyghami, second by Cronin, to approve the previous minutes.

UNFINISHED BUSINESS
5. Review and discussion of 2025 budget
- Presentation by Greg Johnson, Ehlers Senior Municipal Advisor, 2024-2025
Preliminary Financing Plan
Johnson presented the 2024-2025 preliminary financing 2024-2025 plan. Maloney ask
if the PowerPoint can be put on every laptop or have a monitor in the center of the board
room.
- Capital Improvement Plan
Trautman, Finance Director, gave a summary of the Capital Improvement Plan.
Capital Funds (2025 budget)
Trautman talked about the Capital Funds that will in the 2025 budget.
- Debt Service
Trautman explained the outstanding debt service. She pointed out that if the Village
does go out for a GO Bond, the increase levy for 2025 is $367,779.
- Any follow-up questions on Utilities
Wodalski, Public Works & Utility Director, mention that they are looking at adjusting
hook-up fees. The rate has not been updated in many years.
- Any Benefits Renewal Update
Trautman commented that there will be a meeting with the Co-op tomorrow, 10/8/24, to
vote on which high deductible to choose from. From there, the Village will have a better
idea of how much health insurance increase will be.
Gebert, Administrator, handed out a budget survey questions results from residents
that were presented on the weekly newsletter or on Facebook post. It provides good
information but not a statically relevant sample size.

6. Discussion and/or action on benefits renewal budget amount
7. Discussion and/or action on 2025 Staff Compensation Increases
8. Discussion and/or action on 2025 Merit/Market reserve
Based on the information that Trautman provided above, Trustee Cronin commented
that the board will have to revisit the motion that was made on 9/23/2024.
9. Discussion and/or action on Cloud Permit
Crowe, Technology Service, and Higgins, Planning & Development Director spoke to
the board about replacing Evolve with Cloud Permit. Cloud Permit provides many
enhancements while Evolve could upgrade the Village’s site, the features offered, and
fees were not favorable by the staff.
Motion by Cronin, second by Zeyghami to approve the agreement with Cloud
Permit to provide software services for Planning, Permitting, Inspections,
Licensing, Code Enforcement, as well as an online portal for customer care.

There were discussions that the implementation needs to be completed before end of
the year. Staff needs to make sure transferring of the data from Evolve to Cloud
Permit, program customization and training are complete before the contract with
Evolve ends in 2024.
Motion by Cronin, second by Zeyghami to amend to approve the implement
start date of December 1, 2024, the agreement with Cloud Permit to provide
software services for Planning, Permitting, Inspections, Licensing, Code
Enforcement, as well as an online portal for customer care.

REMARKS FROM STAFF
Gebert announced that on 10/21, Finance & HR meeting will be cancelled, Tourism will start at 4
p.m., the Budget Workshop will be combined with the Board of Trustee meeting at 6 p.m., with
interview of the vacancy Trustee to follow.

Cronin ask that Nick Ave be added as an agenda item.
