Discussion was held with Pinsonneault clarifying that this will provide the balance of the TIF Funding. Cronin asked if the zoning was compliant, Gebert said that there were a couple of changes, and the property owners were making the changes. Higgins responded they were working to get that completed and she would follow up. Those changes would bring them into compliance. Nick Avenue (on recording https://youtu.be/7smEZqbT-Yo?t=4367) Gebert stated a meeting would be held at the Weston Municipal Center with the four other municipalities and would have a better update for the Board after that meeting. Wodalski stated that the biggest ask was who would be paying for what. Cronin stated that the road would not initially need to be paved and could be done after the development was started. Maloney stated that other developers have been required to put in roads prior to construction and the same should be asked in this situation. NEW BUSINESS 46. Discussion and/or action on Recommendation of the Plan Commission to Amend the Site Plan and TIF Development Agreement for Architectural Approval for Building 2 for ABC Weston, LLC, 3202 Schofield Avenue, (Project #20230085) (on recording https://youtu.be/7smEZqbT-Yo?t=2407) Motion by Cronin, second by Jordan to amend the Development Agreement with ABC Weston to include the new revised Building 2 elevations as approved by the Plan Commission. Zeyghami stated to the Board that he looked at Kennedy Park as a location but there needs to be a larger site for this development and that is why they are looking at Yellowbanks as a location. The proposed area would be on the south side of the park and parking would have to be expanded. Zeyghami stated Yellowbanks would be a more ideal location as Machmueller Park’s location is not ideal as far as accessibility being that it is farther out of town. Jordan stated that the infrastructure is already in place at Machmueller Park which makes it a better location. Additionally, there is an opportunity to expand at that location. Cronin stated that he would be in favor of either location but asked about funding. Gebert stated CIP and fundraising would fund the courts. Wodalski explained the need for the graders in the winter and how the public works utilizes the graders for snow removal. Motion by Pinsonneault, second by Jordan to withdraw prior motion. Motion by Pinsonneault, second by Jordan to approve the purchase of a used 2017 CAT Grader from Fabick for $297,000 and trading in the existing 2001 CAT Grader for $58,000 for a net cost of $239,000. Cronin requested that the changes be explained to which Pinsonneault stated the listed Park’s dollars would be moved to where the playground equipment was funded to accurately reflect where the dollars were coming from which was ARPA funding.
