Andrea Ingvalson – 405 S. 20th Street, Wausau.
Andrea is the Regional Director for USA Pickleball. She thanked the Board for considering
pickleball courts in Weston. She stated that more than 12 courts would be best as there is much
interest.
Kirk Van Den Heuvel – 303 Radtke Street, Schofield.
Kirk spoke regarding the pickleball courts and the interest and commitment to the sport. The sport
is really popular with a variety of ages. He stated his interest in either location, but he said that
Yellow Banks is a much more desirable location.

Higgins stated review of the Comprehensive Plan was completed and a four-page
review of amendments was provided by Mark Roffers for the Board to review. The Plan
was adopted in 2015 and there was an amendment done in 2016. This amendment
proposed would include bringing in the CORP plan that was approved last year.
Additionally, the corridor plans that were worked on since 2017 for Camp Phillips and
Schofield Avenue were included to revise the future land use map creating Flex
Districts. There have since been a lot of changes that make the Plan out of date. Next
year the amendments would start with the conditions and issues volume bringing that
up to date and then in 2026 the amendments would be rewriting the visions and
directions. Pinsonneault asked about the cost of MDRoffers Consulting LLC working
on the current amendments to the Plan and if those costs were necessary to the
residents since the Plan would be fully amended in the coming future. Roffers stated
that he did not have details on the total cost but it was under $10,000. Higgins stated
that the future land use map must be consistent and, therefore the current amendments
are necessary. She stated that the current cost to the Village is $5,600 and that when
the entirety of Volumes 1 and 2 are adopted, the current amendments will greatly
reduce the effort with the rewriting of the Plan. Jordan stated that he agreed with
Roffers and that the amendment was necessary, and the Plan should be worked on
continuously as opposed to waiting until a full amendment.

Pinsonneault asked if the residents located on Anastasia who had previously asked
the Village for a variance earlier would be prohibited by the passing of this
ordinance. Wodalski explained that in their situation, a variance would have to be
requested and could be applied for even if this Ordinance No. 24-022 was passed.

proposed for the Village of Weston and for that area of the Town of Weston
within the ETZ.

46. Ordinance No. 24-023: An Ordinance Amending Chapter 18 Businesses of the
Municipal Code for the Village of Weston, Marathon County, Wisconsin (on recording

Pinsonneault stated the reason for his motion is that we have Village owned property
that is leased and that if there was anyone who wanted to have a food truck on public
property, that they be aware of the need for a license if they were to have a food truck.

49. Discussion and/or action on updated Tourism Entity Agreement for 2025 with the

Maloney stated that the Tourism Commission voted 3/1 for a total of 40%. The Village
was paying 45%. Pinsonneault asked a few questions which included when the annual
CVB meeting is held, and he feels that paying the CVB two and a half percent to
administer the grants is not in the best interest of the Village as this could be done at a
much lesser amount by the Village hiring a temp service. Discussion was then held
that a suggestion similar to that came up in the past and was not a viable way of
handling the process.

50. Discussion regarding an update on Town of Weston Lease Agreement (on recording

Gebert stated that Attorney Yde would prepare a new lease agreement with the Town
of Weston for the space on Mesker Street due to the changes presented since the
vacation of the police department. The Town has indicated that if a new lessor would
present itself, they would be willing to relocate. Trautman clarified that if a new lessor
would come forward, if they were for-profit, the Village would need to reach out for
approval from Bond Council as that would affect general obligation loans on the
property. Cronin asked Chief Finke if a new tenant would be an issue for the fire
department as far as security and/or confidentiality to which Chief Finke stated no it
would not be an issue.

51. Discussion and/or action on Town of Weston Fees Billed for Inspection/Zoning Services

Gebert stated that Trustee Pinsonneault requested this item with regard to planning
and zoning services. Fees that were billed were $6,814.78 and the billable rates for
2024 which are approved annually were included in the packet. Maloney stated that
the partnership with our neighbors is valuable.

55. Discussion and/or action on Kennedy Park Hosting Two Wausau Event Programs in

Two events are currently being planned by Wausau Events to be held in Weston in
2025. The first is being planned for August of 2025, which would be a concert in the
park and a free event. The second event would be an Oktoberfest event which would
be a ticketed event with fencing required as well as security.

Events hosting two programs in Kennedy Park in 2025.

Pinsonneault questioned the cost of the work of MDRoffers saying that the dollar
amount presented in August does not match the dollar amount presented in the current
RFC for what MDRoffers would be doing. He additionally stated that was comfortable
with a not to exceed $12,500 but not comfortable with the $16,000 limit. Maloney stated
that even though we have a not to exceed, it has been done before when we do not hit
that dollar amount and come under it. Ermeling stated that if the dollar amount
proposed would be exceeded, it would need to come back to the Board for approval.
Higgins explained that the amount that was in the RFC was an old amount from last
August when it was first being discussed.

Trustee Pinsonneault requested this item be on the agenda. The CIP that was
approved by the Board was included in the packet to the Board. Pinsonneault stated
that there was discussion in the community that the Pickleball group would not raise
money if the courts were not at Yellow Banks. The Board has determined to leave the
CIP Park Project Spending which was approved and review it further as it gets closer
to the project.

Cronin requested this item because he drives down this road many times and has
witnessed some near accidents. Additionally, a number of community members in this
area have expressed to him that they would like the stop signs to be removed.
Maloney suggested that there be flags added to alert drivers that there are stop signs
now at that intersection. Pinsonneault stated that the Public Works Committee looked
at other ways to control that intersection including a roundabout and speed bumps and
the stop signs were the decision of the Committee.
Motion by Cronin, second by Ermeling to remove the stop signs.
