MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD MAY 11, 2016 Vice Pres. Farrell called the Meeting to order at 7:30 P.M. Vice President Farrell read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 14, 2016 and published in the Record on April 28, 2016. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Donna Bott, Ms. Maria Costello, Mr. Dennis Farrell, Mrs. Sabrina Johnston, Mr. Lee Tremble. Excused Absence: Mrs. Betsy Beckman, Ms. Louise Cue, Dr. Theresa A. Lardaro (Alternate #1), Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Present: Robert Bicocchi-Council Liaison. Guests: None. SALUTE TO THE FLAG Mr. Tremble led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Ms. Costello. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Tremble made a motion to close the public forum; seconded by Ms. Costello. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) APRIL HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for April, 2016 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion followed. Mr. Tremble made a motion that the Activities Reports for April, 2016 be approved; seconded by Mrs. Johnston. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JANUARY 13, 2016 – REGULAR MEETING There is a lack of quorum available to approve the January 13, 2016 Minutes, therefore they will be presented during the next meeting. 2) APRIL 13, 2016 – REGULAR MEETING There is a lack of quorum available to approve the April 13, 2016 Minutes, therefore they will be presented during the next meeting. PURCHASE ORDERS Bills for April, 2016 in the amount of $24,666.52 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Ms. Costello. NEW BUSINESS: 1) REGISTRAR’S RE-APPOINTMENT Vice President Farrell stated that Ms. Blehl’s Registrar appointment expires on June 1, 2016. A discussion followed. Mr. Tremble made a motion to re-appoint Sharon Blehl as Registrar of Vital Statistics for the Borough of Westwood, the appointment is effective June 2, 2016 and will continue until June 1, 2019; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Bott, Ms. Costello, Mr. Farrell, Mrs. Johnston, Mr. Tremble. Nayes: None Abstained: None. Carried. 2) 1st QUARTER BIRTH STATISTICS 2015/2016 This subject will be tabled until the next meeting when Pres. Beckman is present. OLD BUSINESS 1) 2016 BOARD OF HEALTH BUDGET The 2016 Operating Expense Budget was submitted for approval during December, 2015. Council Liaison Bicocchi stated that the Operating Expense Budget was introduced by the Mayor and Council and is expected to be adopted during their May 17, 2016 Meeting. This item will remain on the agenda until the Operating Expense and Salary Budgets are adopted by the Mayor and Council. COUNCIL LIAISONS REPORT There is nothing to report. EMERGENT MATTERS: 1) PASCACK MENTAL HEALTH CENTER Mrs. Bott shared information with the Board about a health clinic she visited: Pascack Mental Health Center located in Park Ridge is an independent, not-for profit agency offering a wide variety of behavioral health services. A broad range of professional health is available for emotional difficulties and challenges of daily living that can impair relationships and hamper individual functioning. Mrs. Bott was very impressed with the center’s degree of treatment. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mrs. Johnston.
