MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD OCTOBER 12, 2016 Pres. Beckman called the Meeting to order at 7:41 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 14, 2016 and published in the Record on April 28, 2016. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Mr. Lee Tremble. Excused Absence: Mrs. Sabrina Johnston, Dr. Theresa A. Lardaro (Alternate #1). Absent: None. Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None Present: Robert Bicocchi-Council Liaison. Guests: None. SALUTE TO THE FLAG Mrs. Bott led those present in the salute to the flag. PUBLIC FORUM Mr. Tremble made a motion to open the floor to the public to discuss any topic; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Farrell made a motion to close the public forum; seconded by Mr. Tremble. ACTIVITIES REPORTS 1) JULY, AUGUST AND SEPTEMBER HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for July, August and September, 2016 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous Pres. Beckman explained that over the summer it was discovered that there was a significant bat population living in the attic of Berkeley School. Pres. Beckman and Ms. Blehl conducted bat observations on two separate dates and verified numerous bats exiting the building. As bats are a protected species, Ms. Blehl requested and received guidance from MacKenzie Hall, Biologist with the New Jersey Fish and Wildlife. Out of the five bats sent to Trenton for testing, three tested positive for rabies. Therefore, the summer camp which was located at Berkeley Elementary School was relocated to the Westwood Regional Middle School on July 18, 2016. A bat exclusion process was conducted by Western Pest. Before the bat exclusion netting was removed Pres. Beckman and Ms. Blehl conducted two more bat observations and no bats were seen exiting the attic area of the school. The school district cooperated with the Westwood Board of Health. During the last bat observations Pres. Beckman and Ms. Blehl noticed that a large number of chimney swift birds were occupying the chimney of Berkeley Elementary School. The chimney swift feeds primarily on flying insects and airborne spiders; they are also a protected species. Therefore, Ms. Blehl advised the school to wait until the chimney swifts migrate to South America for the winter before capping the chimney. Ms. Hall suggested that a chimney swift tower be built to provide a home for the birds when they return. The Board of Health will see if a Boy Scout could take on the project for his Eagle Scout’s project. A discussion followed. NEW BUSINESS: 1) NEW ESTABLISHMENTS a) Farmhouse Café & Eatery Farmhouse Café & Eatery is located at 301 Center Avenue and opened in August 2016. They specialize in salads, sandwiches, soups, stews and home-style dishes. A discussion followed regarding the open air eatery. b) Olive Branch & Grape Vine, Inc. Olive Branch & Grape Vine has reopened their business at 288 Third Avenue during September 2016. They formally operated their business at the same location from 2012 to 2015 before moving to Ramsey, New Jersey. They carry an entire line of in- house brand infused olive oils, infused Balsamic vinegar, spices and other gourmet food specialties. c) Kimchi Smoke Kimchi Smoke is located at 301 Center Avenue and opened in September, 2016. He specializes in Southern-style Korean barbecue. d) Kitchen Kitchen is located at 262 Center Avenue and opened in September, 2016. Kitchen specializes in gourmet to go and serves fresh juices, breakfast items, salads, sandwiches and baked goods 2) PROPOSED ESTABLISHMENTS a) Johnny’s Italian Market Johnny’s Italian Market will be located at 48 Westwood Avenue (formally Goldberg’s Bagels). Johnny’s Italian Market will be serving homemade pastas, sauces, weekly specials, flatbread pizzas and sandwiches. Their opening date has not yet been determined. b) Desserting Desserting will be located at 273 Center Avenue and will be located in the new stores that are being constructed behind the former Gap Store. Desserting will be a retail bakery with eat-in and take-out. The opening date has not yet been determined. c) True Food True Food will be located at 271 Center Avenue and will be located in the new stores that are being constructed behind the former Gap store. True Food will be serving gourmet and specialty organic foods. The opening date has not yet been determined. At 8:36 PM Mrs. Bott left the meeting. 3) ORDINANCE 16-01 – AN ORDINANCE REGULATING RETAIL FOOD SAFETY 1ST READING A lengthy discussion was held regarding the date to comply with the ordinance; the cost of obtaining the required certifications and how long the certification is valid for. At 8:40 PM Council Liaison Bicocchi left the meeting. ORDINANCE 16-01 - AN ORDINANCE REGULATING RETAIL FOOD SAFETY 1ST READING FIRST READING Mr. Farrell made a motion that Ordinance #16-01 be introduced and given its first reading by title only. Pres. Beckman read the Ordinance by title only. Mr. Farrell moved that the above Ordinance be passed on its first reading; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell. Nayes: None. Abstained: Mr. Tremble Carried. The Ordinance will be published in the official newspaper The Record. Copy annexed. The Second and final passage will be read at the Regular Board of Health Meeting to be held November 9, 2016 at 7:30 PM in the Municipal Complex, 101 Washington Avenue, Westwood, New Jersey. OLD BUSINESS 1) 2016 BOARD OF HEALTH SALARY BUDGET The 2016 Salary Budget is still pending Mayor and Council approval. There was no update available. This will remain on the agenda until the 2016 Board of Health Salary Budget is adopted. A discussion followed. 2) 2017 BOARD OF HEALTH OPERATING EXPENSE BUDGET Pres. Beckman and Ms. Blehl are going over every line item of the Operating Expense Budget and have not completed the budget review. Therefore this will be addressed at the November Board of Health Meeting. The Board must be prepared to discuss the budget in detail during the next meeting. A discussion followed. 3) 2017 BOARD OF HEALTH SALARY BUDGET Due to an increase in the workload from the hospital and changes from the State of New Jersey Vital Statistics Office the 2017 Board of Health Salary Budget will be discussed in detail during the November Board of Health Meeting. A discussion followed. COUNCIL LIAISON REPORT Council Liaison was not present. EMERGENT MATTERS: 1) BOARD MEMBER TERMS The following Board Member terms expire December 31, 2016: Betsy Beckman and Lee Tremble. A discussion followed. Mrs. Beckman and Mr. Tremble expressed their interest in being reappointed to the Board of Health. 2) WESTWOOD PRIDE DAY A discussion was held about providing information regarding Organ Donation and also the possibility conducting a Blood Drive during next year’s Westwood Pride Day. Ms. Costello is going to look into the organ donation information and the Health Officer is going to ask the Health Educator to arrange for the blood drive at next year’s Westwood Pride Day. ADJOURNMENT There being no further business to come before the Board at this time, Ms. Costello made a motion that the meeting be adjourned; seconded by Mr. Farrell.
