MINUTES OF THE REGULAR MEETING
OF THE WESTWOOD BOARD OF HEALTH
HELD JANUARY 11, 2017
Pres. Beckman called the Meeting to order at 7:40 P.M.
Pres. Beckman read the "Open Public Meeting Act" as follows:
In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice
requirements have been satisfied. The meeting dates for the year were posted on the
Borough Web Site on January 14, 2016 and published in the Record on April 28, 2016.
A copy of the meeting dates are on file with the Borough Clerk.
Present: Mrs. Betsy Beckman, Mrs. Donna Bott (arrived at 7:45), Ms. Louise Cue,
Mr. Dennis Farrell, Mrs. Sabrina Johnston, Mr. Lee Tremble.

Mr. Farrell made a motion to open the floor to the public to discuss any topic;
seconded by Mr. Tremble.

REORGANIZATION
NOMINATION OF PRESIDENT
A motion by Mr. Tremble; seconded by Mr. Farrell that Mrs. Beckman be nominated
for President of the Board of Health for 2017.

There being no nominations from the floor, Mr. Tremble made a motion that the
nominations be closed; seconded by Mr. Farrell.

ELECTION OF PRESIDENT
A motion was made by Mr. Tremble that Mrs. Beckman be appointed President of the
Board of Health for 2017; seconded by Mr. Farrell.

EMPLOYEE APPOINTMENTS
Pres. Beckman offered the following employee appointments for the year 2017 under
the authority of Title 26:3-19 and Borough of Westwood Municipal Code 6-18 to 6-
22.
Sharon Blehl is hereby reappointed Board of Health Director/Certified Municipal
Registrar/Secretary to the Board/Public Health Investigator/Pet Licensing
Official/Right to Know/Hazard Communications and Bloodborne Pathogens
Coordinator of the Board of Health for the year 2017.
Christine L. Compesi is hereby reappointed Certified Municipal Deputy
Registrar/Secretary of the Board of Health for the year 2017.
Mary Elizabeth (Mary-Beth) Netzer is hereby reappointed Alternate Deputy Registrar/
Secretary to Sharon Blehl and Angela Musella of the Board of Health for the year 2017.
Angela Musella is hereby reappointed Health Officer, through a contract with
Northwest Bergen Regional Health Commission, of the Board of Health for the year
2017.
Mr. Tremble made a motion that the Employee Appointments for 2017 be approved;
seconded by Mr. Farrell.

Mr. Tremble explained that he has received very positive feedback from other
restaurant owners about Mr. Newton's inspection process and approach.
Mr. Tremble made a motion that the Activities Reports for November and December,
2016 be approved; seconded by Mr. Farrell.

MINUTES
1) NOVEMBER 9, 2016 - REGULAR MEETING
The Minutes for the Regular Meeting held on November 9, 2016 will be available
during the next meeting.

Bills for November and December, 2016 in the amount of $10,103.84 were presented
to the Board Members.
Mr. Tremble made a motion that the following be accepted for payment; seconded by

NEW BUSINESS:
1) 2017 HILLSDALE BOARD OF HEALTH CHILD HEALTH CONFERENCE CONTRACT
This topic was discussed and approved during the November 9, 2016 meeting and
was put on the agenda in error.
OLD BUSINESS
1) 2016 BOARD OF HEALTH SALARY BUDGET
Pres. Beckman explained the following: the non-contractual employees received a
1.5% salary increase for 2016. The increase was provided to the non-contractual
employees in their last pay check of the year, December 23, 2016 and was retroactive
to January 1, 2016. For the past few years the employees received a 2% salary
increase. Pres. Beckman contacted Council President Montana to discuss why the
employees received a lower salary increase for 2016. Council President Montana
explained that the Mayor and Council are trying to initiate new procedures for the
2017 pay increases that would be based on job descriptions and performances.
The Board discussed the following: lack of communication with the Borough
Employees, the pay increase being reduced without an explanation hurts the moral,
annual increases are given so late in the year, the cost savings to the Borough for the
raise decrease, raises should be earned not expected
At 8:45 Mr. Newton was given permission to leave the meeting.
CLOSED SESSION
At 8:45 P.M. Mr. Farrell made a motion to go into closed session to discuss
employment matters; seconded by Mr. Tremble.

At 9:05 P.M. Mr. Tremble made a motion to reopen the meeting; seconded by Ms.
Cue.

Mr. Tremble made a motion to increase the 2016 pay raise from 1.5% to 2%; seconded
by Mr. Farrell.

2) 2017 BOARD OF HEALTH OPERATING EXPENSE BUDGET
During the November 9, 2016 Board of Health Meeting the Board approved the 2017
Operating Expense Budget in the amount of $127,251.00. However, during Ms.
Blehl's budget meeting held on December 8, 2016 with CFO Ayer and Borough
Administrator Kezmarsky each line item was discussed in detail. Based on prior
spending habits the budget was increased by $500.00. The $3,000.00 to cover the
costs of the Special Event Weekend Inspections (Account Number 216) was moved to
the Salary and Wage Budget therefore the Operating Expense Budget was reduced to
$124,751.00 (a 2% reduction).
Pres. Beckman handed out the 2017 Operating Expense Budget, which highlighted
the changes made during the December 8, 2016 Budget Meeting.
A discussion followed.
Mr. Farrell made a motion to approve the changes made to the 2017 Board of Health
Operating Expense Budget in the amount of $124,751.00 (copy annexed); seconded
by Mr. Tremble.

3) 2017 BOARD OF HEALTH SALARY BUDGET
Pres. Beckman explained that the workload In the Health Department has increased
tremendously due to the number of births generated from the hospital and
changes/requirements from the State of New Jersey Vital Statistics Office. The three
employees have received new computers and Ms. Blehl has reassigned some Job
responsibilities with the hopes that the work will be able to get done with the current
staff for 2017. However, Mrs. Netzer who currently works 25 hours per week may
need to work extra hours on an as needed basis.
A discussion followed. The actual salaries for each employee will be discussed at a
later date.
COUNCIL LIAISON REPORT
1) HEALTHY WESTWOOD
Pres. Beckman received an email from Council President Montana with suggestions on
getting the community more involved with exercise programs. Pres. Beckman
explained that in 2008 the Westwood Board of Health sponsored a Fall into Fitness
program. All participants were asked to register and track their daily walking
progress. All registered participants received a free pedometer provided by
Hackensack University Medical Center and Pascack Community Bank provided free
water bottles. A lot of work went into this program and it was not a big success.
A discussion followed. A lot of thought will have to be put into organizing another
program. This will be discussed in the future.
EMERGENT MATTERS:
1) 2017 RABIES CLINIC
The Rabies Clinic will be held January 28th at the Train Station. Cats will be
inoculated from 12:30 - 1:00 PM and dogs from 1:00 - 3:00 PM. Dr. Dyan Muller will
be the veterinarian administering the shots. A discussion followed. Pres. Beckman
and her daughter Allison will volunteer to work the clinic.

There being no further business to come before the Board at this time, Mr. Tremble
made a motion that the meeting be adjourned; seconded by Mr. Farrell.
