MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD MARCH 8, 2017 Pres. Beckman called the Meeting to order at 7:34 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2017 and published in the Record on February 10, 2017. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Mrs. Donna Bott, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Mrs. Sabrina Johnston, Mrs. Doris Neibart (Alternate #2), Mr. Lee Tremble. Excused Absence: Dr. Theresa A. Lardaro (Alternate #1). Absent: None Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None Present: Raymond Arroyo-Council Liaison. Excused Absence: None. Guests: None. SALUTE TO THE FLAG Ms. Cue led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Farrell made a motion to close the public forum; seconded by Mr. Tremble. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) FEBRUARY HEALTH OFFICER, PUBLIC HEALTH INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for February, 2017 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held. Mr. Tremble made a motion that the Activities Reports for February, 2017 be approved; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) NOVEMBER 9, 2016 – REGULAR MEETING Mr. Tremble made a motion that the Minutes of Regular Meeting held November 9, 2016 be approved; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Cue, Mr. Farrell, Mrs. Johnston, Mr. Tremble. Nayes: None. Abstained: Mrs. Bott, Ms. Costello, Mrs. Neibart. Carried. 2) JANUARY 11, 2017 - REGULAR MEETING The Minutes for the Regular Meeting held on January 11, 2017 will be available during the next meeting. 3) JANUARY 11, 2017 - CLOSED SESSION The Closed Session Minutes from January 11, 2017 will be available during the next meeting. 4) FEBRUARY 8, 2017 - REGULAR MEETING The Minutes for the Regular Meeting held on February 8, 2017 will be available during the next meeting. PURCHASE ORDERS Bills for February, 2017 in the amount of $2,727.97 were presented to the Board Members. Mr. Tremble made a motion that the following be accepted for payment; seconded by Mr. Farrell. Roll Call: Ayes: Mrs. Beckman, Mrs. Bott, Ms. Costello, Ms. Cue, Mr. Farrell, Mrs. Johnston, Mrs. Neibart, Mr. Tremble. Nayes: None Abstained: None. FEBRUARY 2017 PURCHASE ORDERS Borough of Hillsdale 2017 Annual Fee $125.00 January One Visit 35.00 $ 160.00 Munidex, Inc. 2017 Mercantile/Vital Stats Computer Maintenance 1,208.00 Munidex, Inc 2017 Pet Computer Software Maintenance 434.00 North Jersey Media Group, Inc. 2017 Board of Health Meeting Dates Published 43.97 R.R. Donnelley State Paper for Vital Record Issuance 882.00 Carried. NEW BUSINESS: 1) NEW JERSEY CHILD LEAD PROTECTION LAW Previously local health officials only intervened when a child's blood-lead level was measured at 10 or more micrograms of lead per deciliter of blood in children 17 years or younger. On February 6, 2017 Gov. Christie signed into law a measure that changed the threshold from 10 to 5 micrograms. A discussion followed regarding; exposure to lead has been shown to affect IQ levels, the ability to pay attention and academic achievement. The new law will identify many more children with elevated blood-lead levels and is expected to go into effect in the near future as training must be offered to all health departments. Gov. Christie has set aside ten million dollars in funding. However, we have not been informed how this money will be distributed. Currently the Board of Health budgets $800.00 per year which is enough money to cover only one lead case. The most current information shows that Westwood has eight children with elevated blood-lead levels. This could seriously effect the Board of Health's Operating Expense Budget. OLD BUSINESS 1) 2017 BOARD OF HEALTH OPERATING EXPENSE BUDGET The 2017 Operating Expense Budget was approved by the Board and submitted on December 8, 2016 in the amount of $124,751.00. This item will remain on the agenda until the 2017 Operating Expense Budget is adopted by the Mayor and Council. 2) 2017 BOARD OF HEALTH SALARY BUDGET Pres. Beckman explained that the 2017 Board of Health salary budget will be discussed in detail at a later date. COUNCIL LIAISON REPORT: There was nothing to report. EMERGENT MATTERS: There was nothing to report. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Tremble made a motion that the meeting be adjourned; seconded by Mr. Farrell. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:18 P.M.
