MINUTES OF THE REGULAR MEETING OF THE WESTWOOD BOARD OF HEALTH HELD MARCH 14, 2018 Pres. Beckman called the Meeting to order at 7:35 P.M. Pres. Beckman read the "Open Public Meeting Act" as follows: In compliance with the "Open Public Meeting Act,” P.L. 1975, C 231, the annual notice requirements have been satisfied. The meeting dates for the year were posted on the Borough Web Site on January 12, 2018. A copy of the meeting dates are on file with the Borough Clerk. Present: Mrs. Betsy Beckman, Ms. Maria Costello, Ms. Louise Cue, Mr. Dennis Farrell, Ms. Susan McCloskey. Excused Absence: Mrs. Donna Bott, Dr. Theresa A. Lardaro (Alternate #1), Mr. Lee Tremble. Absent: None Present: Sharon Blehl-Secretary, Angela Musella-Health Officer. Excused Absence: None. Present: Beth Dell-Council Liaison. Excused Absence: None Guests: None. SALUTE TO THE FLAG Ms. McCloskey led those present in the salute to the flag. PUBLIC FORUM Mr. Farrell made a motion to open the floor to the public to discuss any topic; seconded by Ms. Cue. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. There being no public discussion, Mr. Farrell made a motion to close the public forum; seconded by Ms. Cue. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. ACTIVITIES REPORTS 1) JANUARY AND FEBRUARY HEALTH OFFICER, PUBLIC HEALTH, INVESTIGATOR, REGISTRAR, SECRETARIAL The Board Members reviewed the following Activities Reports for January and February, 2018 which are on file and available to the public: Administrative and Supporting Services Animal Control Laboratory Services Vital Records Monies Received Environmental Health Communicable Disease Maternal and Child Health Chronic Illness Health Education Nursing Supervision Miscellaneous A discussion was held regarding the upcoming tick season. Mr. Farrell made a motion that the Activities Reports for January and February, 2018 be approved; seconded by Ms. Cue. Voice Vote: Ayes: All present voted in favor. Nayes: None. Abstained: None. Carried. MINUTES 1) JANUARY 10, 2018 - REGULAR MEETING Mr. Farrell made a motion that the Minutes of Regular Meeting held January 10, 2018 be approved; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: Ms. McCloskey. Carried. PURCHASE ORDERS Bills for January and February, 2018 in the amount of $26,715.60 were presented to the Board Members. Mr. Farrell made a motion that the following be accepted for payment; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. OLD BUSINESS 1) NEW JERSEY CHILD LEAD PROTECTION LAW HISTORY: Previously local health officials only intervened when a child's blood-lead level was measured at 10 or more micrograms of lead per deciliter of blood in children. On February 6, 2017 Gov. Christie signed into law a measure that changed the threshold from 10 to 5 micrograms. A discussion was held regarding the two new lead cases received in February that Health Officer Musella was investigating. A discussion followed. 2) 2018 BOARD OF HEALTH SALARY BUDGET Pres. Beckman explained that the Board of Health Salary Budget will be carefully reviewed: CLOSED SESSION At 8:15 PM Mr. Farrell made a motion to go into closed session to discuss Employment Matters; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. Ms. Blehl and Mrs. Musella were asked to leave the meeting. Council Liaison Dell chose to leave the meeting. Pres. Beckman gave Health Officer Musella the option to leave at this time as there were no other subject matters needing her input. Mrs. Musella thanked the Board and excused herself. At 8:37 PM Mr. Farrell made a motion to reopen the meeting; seconded by Ms. Cue. Roll Call: Ayes: Mrs. Beckman, Ms. Costello, Ms. Cue, Mr. Farrell, Ms. McCloskey. Nayes: None. Abstained: None. Carried. Ms. Blehl and Council Liaison Dell were invited back into the meeting. COUNCIL LIAISON REPORT 1) FLU CLINICS Council Liaison Dell mentioned to the Board that the County has been holding periodic flu clinics in an effort to get more people inoculated due to the extended flu season. 2) SALARY BUDGET Council Liaison Dell explained that the Salary Budgets will be discussed by the Mayor and Council after the Operating Expense Budget is approved. Mrs. Dell also explained that the salary raises based on the merit system has been dropped as it was too difficult to implement. EMERGENT MATTERS: There was nothing to report. ADJOURNMENT There being no further business to come before the Board at this time, Mr. Farrell made a motion that the meeting be adjourned; seconded by Ms. McCloskey. Voice Vote: Ayes: All present voted in favor. Nayes: None. Carried. The meeting adjourned at 8:42 P.M.
