Opening of the Meeting: The meeting was called to order by Mayor Arroyo at 7:37 pm. Mayor Arroyo then read the Open Public Meetings Law Statement: Arroyo: “This meeting which conforms with the Open Public Meetings law, Chapter 231, Public Laws of 1975, is a special remote Borough Council meeting. Notice was provided to the local newspapers, published in the Record, posted on the Borough website and on the municipal bulletin board.” 2.
