BOROUGH OF WESTWOOD HISTORIC PRESERVATION COMMISSION Minutes, Wednesday, April 11, 2018 OPENING OF THE MEETING 1. The meeting was called to order at 7:30pm. 2. Statement of Adequate Notice 3. Pledge of Allegiance ROLL CALL 1. Present: Alena Bohacova, Lauren Letizia, Councilwoman Erin Collins, Lisa Marinkovic, David Hohmann, Michael Malatino, and Grace Pesanti. 2. Not Present: James Whelan, Maureen Murray and G. Deitrich, consultant, not requested for participation at this meeting based on agenda items. MINUTES 1. Approval of December 2017 minutes. Motion to approve the minutes by L. Letizia and 2nd by A. Bohacova. All in favor. 2. Approval of March 2018 minutes. Motion to approve the minutes by L. Letizia and 2nd by A. Bohacova. All in favor. PROCEDURAL HPC 2017 YE Report to Planning Board. It is on the agenda for the April 12, 2018 meeting. CORRESPONDENCE Ben is working on getting individual email addresses for members. Jim Gines sent an email regarding Heritage Society Pride Day Table Registration. STATEMENT OF ACCOUNTS and VOUCHERS 1. YTD Spending Report. L. Letizia reported that the current spending is at $2,511.25, including funds sequestered for Consultant. 2. 2018 Budget Update - E. Collins. The budget for the Commission has been approved on April 11, 2018 in the amount of $4,500. L. Letizia will check with Stephanie regarding 2 separate purchase orders. Only 1 purchase order is correct. OLD BUSINESS 1. Train Station Nomination Status Update - L. Letizia. The Keeper responded with few notes and question to G. Dietrich. G. Dietrich will be responding by the end of next week. One of the questions was about the formation of the park. It was not clear when was the park deeded to the Borough. In addition, there were questions regarding the interior of the building. Overall, the Keeper was not specific whether it went well, but it is going before the Board in July 2018. L. Letizia stated that while it seems like the nomination is going well, the Commission did not hear back from the NJ Transit acknowledging the Commission’s effort to nominate the station. 2. Historic Sites Inventory a. Publication to Website - L. Letizia. It was not published yet. b. Downtown Historic Resources Photo Updates - D. Hohmann took photos of properties within the inventory. Hohmann presented photos including Brickell House. A famous and important individual lived there in the past, thus it would qualify for designation as per the ordinance. The Borough’s downtown district as presented in 2012 would likely not qualify for the national registry because there is not enough percentage of key contributing properties. D. Hohmann also discussed 15 Park Avenue. c. Communication with property owners – tabled until next meeting. 3. Pride Day a. Self-guided Walking Tour - L. Letizia and D. Hohmann reported. Open discussion on the printed version of the flyer. D. Hohmann stated that the Commission should add the Fairview Automotive to the walking tour. L. Letizia will edit accordingly. b. Historic Sites Coloring Sheets - D. Hohmann prepared numerous samples for the coloring sheets. The coloring sheet includes key contributing buildings and most of the walking tour buildings. D. Hohmann presented total of 12 samples. Motion to reimburse D. Hohmann for $10 representing printing cost for coloring sheets for Pride Day by M. Malatino and 2nd by L. Marinkovic. All in favor. c. Street Smart Campaign and Initiative. L. Letizia brought in material regarding the initiative that can be handed out with the walking tours on Pride Day. d. Volunteer Schedule from 9:30am to 5:30pm. i. M. Malatino and L. Marinkovic from 9:30 to 11:00. 1. M. Malatino to bring kids table and chairs, L. Marinkovic to bring table cloth. ii. A. Bohacova from 11:00 to 12:30pm. iii. G. Pesanti from 12:30 from 2:00. iv. Open from 2:00pm to 3:30pm. v. L. Letizia from 3:30pm to 5:00pm. 4. Social Media - L. Letizia reported the request has been sent to Ben. 5. Training Opportunities a. NJ History & Historic Preservation Conference – June 7 and June 8, 2018, Paterson, NJ. L. Letizia will send the link for the conference. Motion to approve the blanket attendance and create a PO by D. Hohmann and 2nd by A. Bohacova. All in favor. b. Hackensack event on Saturday April 14: “So Who Used to Live Here Anyway,” by Bergen County Archives. c. Ridgewood ‘genealogy of a house’ event in June, details TBD 6. HPC Ordinance Subcommittee - M. Malatino, A. Bohacova, D. Hohmann. M. Malatino reported that the subcommittee reviewed the ordinance and compared it to the Municipal Land Use Law. The sub-committee discussed the shortcomings and strengths of the current ordinance. The mayor stopped by the meeting and he provided his opinion as well. The major difference is the language regarding grants and the language enabling designation. D. Hohmann recommended not to change anything in the ordinance at the present time. a. L. Letizia reported that Jonathan Kinney of the State Historic Preservation Office will review the ordinance and follow up. 2  BOROUGH OF WESTWOOD HISTORIC PRESERVATION COMMISSION Minutes, Wednesday, April 11, 2018 7. Grant – L. Letizia received an email from the Borough Grant Writer, Fred Rella regarding Historic Preservation Trust Fund’s grant. The intent to apply form is due on April 23, 2018. Motion to further research whether the grant might be applicable for 84 Washington Avenue by D. Hohmann and 2nd by M. Malatino. All in favor. L. Letizia will follow up. NEW BUSINESS 1. Jefferson Ave Historic District Brochure for website & Community Center. Tabled until next week. 2. Certified Local Government – tabled until next week. 3. Historic Property Inventory List - Building at 84 Washington Street – E. Collins stated that the building had an agreement where Paragon was responsible for upkeep of it and it prevented the bank from being able to renovate it. It is an 1865 second empire building. It is on the inventory list but it is not designated. D. Hohmann and L. Letizia discussed the prospect of designating 84 Washington Avenue and 96 Washington Avenue properties.
