BOROUGH OF WESTWOOD HISTORIC PRESERVATION COMMISSION Thursday, September 21, 2023 7:30 PM, Borough Hall MINUTES 1. OPENING OF THE MEETING – 7:34 pm Lou Scheideler 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL – Present: Mike Bieri, Steve Lydon, Noeline Grefrath, Christine Scheideler, Lou Scheideler, Beth Dell, Jackie Martin Public Attendees: Molly Balsamides, Robert Allen Karch 4. APPROVAL OF MINUTES - July Minutes submitted by C. Scheideler Accepted for approval - Motion: N. Grefrath; 2nd M. Bieri. Motion passed. CS to forward approved minutes to JMV. 5. Motion to move to public forum. Steve Lydon; 2nd Noeline Grefrath. Motion accepted. Discussion of property located at 59 Jefferson Ave (owner R.A. Karch) renovation/rehab of decking and columns. Open dialogue/Q&A with property owner re: extent of renovation, materials and style. HPC members deemed that the property owner could proceed with plans for renovation/rehab of exterior since existing materials are not original. Design and style would mimic existing exterior. Motion to approve. Mike Bieri; 2nd Jackie Martin. Motion passed. Motion to move out of public forum. Steve Lydon; 2nd Jackie Martin. Motion accepted. 6. PROCEDURAL a. B. Dell reported withdrawal of L. Scott Berkoben membership to HPC (current vacancies: 1-regular, 2 alternates) 7. CORRESPONDENCE a. Year End Reports presentation to Planning Board – request for member presentation of year-end report 21/22; L. Scheideler to email Armand Marini to schedule presentation b. DCA questions regarding grant application – L. Scheideler update to application status; re:TravelStorys c. 234 Washington Ave. (questions regarding historic designation status – siding to be replaced) – homeowner questions re: designation status of his home regarding home renovations, L. Scheideler to communicate with Armand Marini 8. STATEMENT OF ACCOUNTS and VOUCHERS a. n/a (account balance unchanged: $5,800.00) i. Open Items (Approved) i. Library to digitize historic documents; $1000 contribution to project from HPC (Approved Feb. Meeting) ii. Proposal of $850.00 from Tim Adriance to designate 84 Washington. (Approved Feb. Meeting) – on hold pending vacancies filled 9. OLD BUSINESS a. Projects – Designation 84 Washington – L. Scheideler - Walking Tour #2 Travel Storys Program – ongoing, comment response to DCA - Draft Ordinance Project – completed; BD submission to clerk’s office for Mayor & Council - Photo Documentation - completed b. List of sites for future Designation i. Veteran’s Memorial Park + Bandstand ii. Fireman’s Memorial Park iii. Westwood Library (49 Park Ave) iv. Grace Episcopal Church, Kinderkamack Road v. Old Bank of America Building (Corner of Westwood Ave + Broadway) (Lot 9, Block 907) – 4 Story Building vi. Berkeley Elementary School c. Training Status & Opportunities i. WCTV – Filming of self-guided tour experience – Jackie Martin to coordinate with Bob Hibler & WCTV. Bill Martin to narrate. b. Discussion re: Frant Visuals photographing Broadway businesses and movie theater. Not to exceed $750.00. Motion to approve: S. Lydon; 2nd N. Grefrath. Motion passed. L. Scheideler to communicate to Frant Visuals. c. Elisabeth Maul - Eagle Scout Project – in process d. One vacant spot & 2 alternate spots remaining on the board needing to be filled. 11.
