Main St 6:00 p.m. Work Session: Citizen Comments: (Ordinance 2016-8) Don Sawyer- April 22nd request to block roads Francis Skelton- Expanding Entertainment District time limits Reports of: Boards and Committees Agenda Items Council Meeting Monday, April 3, 2023 City Council Chambers 6:13 p.m. The Council of the City of Wetumpka held a work session prior to the 6:00 p.m. council meeting held on Monday, April 3 2023. The meeting was called to order by Mayor Jerry Willis at 6:13 pm. Councilmember Gantt led the invocation and Councilmember Justiss led the Pledge of Allegiance. Upon a Roll Call the following were present: Mayor Jerry Willis and Councilmembers Cheryl Tucker, Kevin Robbins, Lynnes Justiss, Steve Gantt and Joe Brown were in attendance. Also present were City Clerk Tiffany Robinson and other staff members. Councilmember Justiss offered a motion to approve the minutes of the Council Meeting held on March 20, 2023 as presented. The motion was seconded by Councilmember Brown with the Council voting unanimously in favor of the motion. Under old business, Councilmember Robbins made a motion to suspend the rules and vote for Ordinance 2023-4, an Ordinance to amend the Arts & Entertainment District Hours. Councilmember Justiss seconded the motion with the roll call as follows; Councilmember Robbins yes Councilmember Tucker yes Councilmember Justiss yes Councilmember Gantt yes Councilmember Brown no Mayor Willis yes Under old business, Councilmember Gantt made a motion for permission to approve Ordinance 2023-4, an ordinance to amend the Arts & Entertainment District Hours. Councilmember Justiss seconded the motion with Councilmember Robbins, Tucker, Justiss and Gantt voting in favor. Councilmember Brown voting against. Ordinance passes 5-1. Under old business, approval to install fence at Splash Pad was held over until the next meeting. Under old business, Councilmember Robbins made a motion for permission to enter contract with Yellow House Publishing, LLC. For tourism services. Councilmember Gantt seconded the motion with Council voting unanimously in favor of the motion.  Under old business, Councilmember Gantt made a motion for permission to enter into contract with STAMP for In-Market Marketing Action Plan Development. Councilmember Robbins seconded the motion with Council voting unanimously in favor of the motion. Under old business, Councilmember Justiss made a motion for permission to repair Grapple Truck. Councilmember Brown seconded the motion with Council voting unanimously in favor of the motion. Under new business, Public Hearing opened and closed-240-Non-Profit Tax- Exempt License for CoosaPalooza Brewfest in Gold Star Park, Merchants Alley. Haley Greene spoke in favor with no one speaking against. Under new business, Councilmember Gantt motioned to approve 240-Non-Profit Tax-Exempt License for CoosaPalooza Brewfest in Gold Star Park, Merchants Alley. Councilmember Justiss seconded the motion with Council voting unanimously in favor. Under new business, Public Hearing opened and closed-050- Retail Beer (off premises only) and 070- Retail Table Wine (off premises only) License for Shri Ganesh located at 691 S.E. Main St. Wetumpka, AL. Representative of the store spoke in favor with no one speaking against. (Kwik Shops 126) Under new business, Councilmember Gantt motioned to approve -050- Retail Beer (off premises only) and 070-Retail Table Wine (off premises only) License for Shri Ganesh located at 691 S.E. Main St. Wetumpka, AL. (Kwik Shops 126) Councilmember Robbins seconded the motion with Council voting unanimously in favor. Under new business, Public Hearing opened and closed -050- Retail Beer (off premises only) and 070- Retail Table Wine (off premises only) License for Shri Ganesh located at 779 US Highway 231, Wetumpka, AL. (Kwik Shops 122) Representative of the store spoke in favor with no on speaking against. Under new business, Councilmember Robbins motioned to approve -050- Retail Beer (off premises only) and 070-Retail Table Wine (off premises only) License for Shri Ganesh located at 779 US Highway 231, Wetumpka, AL. (Kwik Shops 122) Councilmember Tucker seconded the motion with Council voting unanimously in favor. Under new business, Councilmember Tucker made a motion for permission to install concrete around the perimeter of the Splash Pad at a cost of $6,420 as presented by T.Grier. Councilmember Brown seconded the motion with Council voting unanimously in favor. Under new business, Permission to purchase a projector for the Civic Center was heard for the first time and will return to the next agenda. Under new business, Permission for the Police Department to renew the contract with Axon Enterprise, Inc. was heard for the first time and will return to the next agenda. Under new business, Permission to enter into professional services agreement with GMC for new concession stand and restrooms at Tennis Courts and Soccer Fields was heard for the first time and will return to the next agenda.
