SPECIAL CITY COUNCIL MEETING
JULY 15, 2025
Mayor Tim Barker declared a Special Meeting duly open for the transaction of business at 6: 00
P. M. Councilmember Russell Machann led the opening devotion.
Councilmembers present were:
Mayor, Tim Barker, and Councilmembers, Terry Freese,
Burnell Neal, Larry Pittman, Russell Machann, and Steve
Schneider.
Councilmember absent was: David Voulgaris.
Staff members present were: City Manager, Joseph R. Pace; Finance Director, Joan
Andel; Assistant City Manager, Paula Favors, TRMC, CPM,
MMC, IPMA- CP; Assistant to the City Manager, Brandi
Jimenez; Director of Planning and Development, Gwyn
Teves; Finance Accountant, London Davis; Building
Official, Claudia Velasquez; EMS Director, Christy
Gonzales; Fire Chief, Hector Hernandez•,Police Chief, Terry
David Lynch, and Public Works Director, Roderick Semien.
Visitors present were:
Christine Stransky; Barry Hodges; Sherry Smith; Debbie
Folks; James Perez; Executive Director of the Wharton
Chamber of Commerce Karen Smith; Gary Bonewald•
Claudia Wicks; Angela Wallace; Henri Ann Nortman•
Ashley Danna with the Crisis Center, and Colby Primeaux
with the Wharton County Leader- Journal.
Roll Call and Excused Absences. After some discussion, Councilmember Russell Machann
moved to excuse Councilmember David Voulgaris. Councilmember Terry Freese seconded the
motion. All voted in favor.
Public Comments. No comments were given.
Wharton Moment.
Mayor Tim Barker called for the Wharton Moment. Councilmember Russell Machann asked to
keep Mike Wootton in their prayers.
Review and Consider:

A. Funding Request:
1. Women' s Crisis Center.
Ashley Danna with the Crisis Center made a presentation regarding the services that are
provided in the City and requested $ 7, 000 from the City of Wharton for the Crisis Center.
After some discussion, no action was taken.
2. Friends of Wharton Animal Control.
Debbie Folks, with Friends of Wharton Animal Control, made a presentation regarding
the services being provided by Friends of Wharton Animal Control and made the request
for$ 25, 000. After some discussion, no action was taken.
3. SPOT.
Christine Stransky with SPOT made a presentation regarding the services being provided
by SPOT and made the request for$ 3, 000. After some discussion, no action was taken.
4. Just Do It Now.
James Perez, with Just Do It Now, made a presentation regarding the services provided
by Just Do It Now and made a request for$ 25, 000. After some discussion, no action was
taken.
5. Colorado Valley Transit.
Angela Wallace with the Colorado Valley Transit made a presentation regarding the
services to the community that the transit provides and made a request for$ 18, 000.
After some discussion, no action was taken.
6. Wharton Chamber of Commerce.
Karen Smith, Wharton Chamber of Commerce Director, made a presentation regarding
the services being provided by the Chamber of Commerce to the City and made the request
for $ 68, 000 from the City of Wharton' s Hotel Motel Fund. After some discussion, no
action was taken.
7. Plaza Theater.
Henri Ann Nortman, with the Plaza Theater, made a presentation regarding the service
to the community that the theater provides and made a request for$ 10, 000. After some
discussion, no action was taken.
B. Five- Year Vehicle & Equipment Capital Needs:
1. Code Enforcement Department.

4. Emergency Medical Services Department.
5. Emergency Management Department.
6. Police, Animal Control & Communications Departments.

Finance Director, Joan Andel, stated that each Department Head had presented their five-year
Capital Needs requests for the City of Wharton.
C. Five- Year Capital Infrastructure Improvement Program:
1. Transportation Systems.
A. Streets.
B. Major Thoroughfares.
C. Sidewalks.
2. Drainage System.
3. Flood Reduction Project- Levee.
4. Water and Sewer Utility System.
5. Garage.
6. Parks& Facilities Department.
D. General Fund.
E. PEG Fund.
F. Hotel Motel Fund.
G. Narcotics Seizure Fund.
H. Debt Fund.
1. Capital Improvement Fund.
J. Water& Sewer Fund.
K. Solid Waste Fund.
L. Emergency Medical Services Fund.
M. Civic Center Fund.
N. Airport Fund.
Finance Director, Joan Andel, and Finance Account, London Davis, presented information
regarding the proposed 2025- 2026 fiscal year budget. Finance Director, Joan Andel, presented the
needs of the departments. She said the City Staff would review the requests, and at the next budget
workshop, a draft budget would be presented. After some discussion, no action was taken.
Adjournment.
There being no further discussion, Mayor Tim Barker moved to adjourn. All voted in favor.

6:00 p.m. at the Wharton City Hall, 120 East Caney Street, Wharton, Texas, at which time the
following subjects will be discussed to-wit:
