PUBLIC WORKS COMMITTEE MEETING
City Hall, 120 East Caney Street, Wharton, Texas
Monday, July 22, 2019 6: 00 p.m.
City Manager Andres Garza, Jr. declared a meeting of the City Council Public Works
Committee duly open for the transaction of business at 6: 05 p.m.
Committee Members present: Councilmember Don Mueller, Councilmember
Clifford Jackson and Councilmember Terry Freese.
Committee Member absent: None.
Staff Members present: City Manager Andres Garza, Jr., Finance Director
Joan Andel, Assistant to the City Manager Brandi
Jimenez, Community Development Director
Gwyneth Teves and Public Works Director John
Plaia.
Staff Members absent: None.
Visitors present: Mr. Carlos Cotton of Jones & Carter, Mr. James
Perez Councilmember Russell Machann and Mayor
Tim Barker.
Public comments. There were no public comments.
The first item on the agenda was to review and consider minutes from the meeting held
July 8, 2019. Councilmember Don Mueller made a motion to approve the minutes as
presented. Councilmember Terry Freese seconded. All voted in favor.
The second item on the agenda was to review and consider Request from Just Do It Now
for City assistance in removing debris left from the demolition of C. W. Dawson
Elementary. Mr. James Perez stated to the Committee that Just Do It Now had demolished
some of their buildings with the help of Team Rubicon. He stated that Team Rubicon had
to leave and the debris was left. City Manager stated to the Committee that in the contract
with WCA the City has pools that we could use to assist in the debris removal. He stated
that to date the City could provide ten to twelve forty yards containers. He stated that as
the contract year ends that if could be a possibility to offer more roll offs but that the City
would not know how many until closer to the end of the contract date. He stated if there
were containers left that he would call another meeting of the Public Works Committee.
Public Works Director John Plaia stated that he could assign one man to fill the containers
when the individual is not working on another project. After some discussion,
Councilmember Terry Freese made a motion to recommend to the City Council to approve
assisting Just Do It Now with ten to twelve forty roll off containers and one person from
the City staff to help remove the debris. Councilmember Don Mueller seconded. All voted
in favor.

The third item on the agenda was to review and consider Request from Wharton
Independent School District for the abandonment of Old Boling Road from Alabama to
John Knox Street and a section ofNorth Abell Street from East Ahldag Street to East Belle
Avenue. Mr. Carlos Cotton with Jones & Carter stated that he had been working with the
District' s Engineers on the drainage requirements and closures of Old Boling Road and
North Abell Street. Mr. Cotton presented the Committee maps of the drainage and street
closures. After some discussion, Councilmember Terry Freese made a motion to
recommend to the City the closure of North Abell Street and leave Old Boling Road open.
Councilmember Don Mueller seconded. All voted in favor.
The fourth item on the agenda was to review and consider Repairs to the Santa Fe Drainage
Outfall. City Manager Andres Garza, Jr. stated to the Committee that an Engineering
Contract with Jones& Carter for the repairs to the Santa Fe Drainage Outfall was needed.
After some discussion, Councilmember Terry Freese made a motion to recommend to the
City Council the approval of the Engineering Contract with Jones & Carter for the repairs
to the Santa Fe Drainage Outfall. Councilmember Don Mueller seconded. All voted in
favor.

agenda was to review and consider Update
P on the 2019 Street
Improvement Project. City Manager Andres Garza, Jr. stated the he had talked to Mr.
Bradley Loehr of BEFCO Engineering and it was his recommendation to re-bid the FEMA
Streets in August. He stated that the City Staff would reach out to FEMA for an extension
on the project. After some discussion, no action was taken.

adjourned at 6: 50 p.m.
