PUBLIC WORKS COMMITTEE MEETING
City Hall, 120 East Caney Street, Wharton, Texas
Monday, October 14, 2019 6: 00 p.m.
City Manager Andres Garza, Jr. declared a meeting of the City Council Public Works
Committee duly open for the transaction of business at 6: 01 p.m.
Committee Members present: Councilmember Don Mueller, Councilmember
Clifford Jackson and Councilmember Terry Freese.
Committee Member absent: None.
Staff Members present: City Manager Andres Garza, Jr., Finance Director
Joan Andel, Assistant to the City Manager Brandi
Jimenez, Community Development Director
Gwyneth Teves and Public Works Director John
Plaia.
Staff Members absent: None.
Visitors present: Councilmember Russell Machann, Mayor Tim
Barker and Councilmember Steven Schneider
Public comments. There were no public comments.
The first item on the agenda was to review and consider minutes from the meetings held
July 22, 2019 and August 26, 2019. Councilmember Don Mueller made a motion to
approve the minutes as presented. Councilmember Terry Freese seconded. All voted in
favor.
The second item on the agenda was to review and consider Flood Mitigation Assistance
Grant( FMA) Program:
A. Resolution: A resolution of the Wharton City Council authorizing the request to
apply for the upcoming Flood Mitigation Assistance Grant ( FMA) Program and
authorizing the Mayor of the City of Wharton to execute all documents related to said
submission.
B. Resolution:A resolution of the Wharton City Council establishing a Consultant
Selection Committee and developing evaluation criteria for the selection of a consulting
firm for the upcoming Flood Mitigation Assistance Grant( FMA) Program for application
and grant management.
C. Resolution:A resolution of the Wharton City Council establishing a Consultant
Selection Committee and developing evaluation criteria for the selection of a consulting
firm for the upcoming Flood Mitigation Assistance Grant( FMA) Program for engineering
services.

Community Development Director Gwyn Teves stated to the Committee that on August
26, 2019, FEMA announced the Notice of Funding opportunity for the 2019 Flood
Mitigation Assistance ( FMA) Program. She stated that the application period was open
through January 31, 2020.
She stated that the City Staff was requesting to submit an
application. After some discussion, Councilmember Terry Freese voted to approve the
authorization to apply for the Flood Mitigation Assistance Grant( FMA) Program, establish
a Consultant Selection Committee and develop evaluation criteria for the selection of a
consulting firm for the Flood Mitigation Assistance Grant( FMA) Program and establish a
Consultant Selection Committee and develop evaluation criteria for the selection of a
consulting firm for the upcoming Flood Mitigation Assistance Grant ( FMA) Program.
Councilmember Don Mueller seconded. All voted in favor.
The third item on the agenda was to review and consider Pre- Disaster Mitigation Grant
PDM) Program:
A. Resolution: A resolution of the Wharton City Council authorizing the request to
apply for the upcoming Pre-Disaster Mitigation Grant( PDM) Program and authorizing the
Mayor of the City of Wharton to execute all documents related to said submission.
B. Resolution: A resolution of the Wharton City Council establishing a Consultant

firm for the upcoming Pre-Disaster Mitigation Grant ( PDM) Program for application and
grant management.

The fourth item on the agenda was adjournment. Councilmember Don Mueller moved to
adjourn. Councilmember Clifford Jackson seconded. All voted in favor. The meeting
adjourned at 6: 30 p.m.

on Monday, October 14, 2019 at 6:00 PM at the Wharton City Hall, 120 East Caney Street,
