Public Comments. Wharton Moment. Review and Consider: 1. Reading of the minutes from the regular meetings held October 14, 2019 and October 28, 2019. 2. Resolution: A resolution of the Wharton City Council authorizing agreements with the Wharton County Recovery Team to assist with the demolition of structures and authorizing the City Manager of the City of Wharton to execute all documents related to said agreements. 3. Request by Gotham Design & Community Development Ltd. to Re-Plat Wharton Subdivision, Block 32, Lot 3 and Hamilton Place, Block 32, Lots 3A, 4 & 5 for commercial and residential development. 4. Resolution: A resolution of the Wharton City Council authorizing the City Manager to purchase three (3) patrol vehicles from Caldwell Country through the Buy Board Cooperative Purchasing Program. 5. Ordinance: An ordinance amending the City of Wharton Code of Ordinances, Chapter 82 Traffic, providing that a violation of the ordinance or any part of the code as adopted hereby shall constitute a penalty upon conviction of a fine; providing for severability and setting an effective date. 6. Resolution: A resolution by the City of Wharton (“City”) approving an amended application submitted by CenterPoint Energy Resources Corp. D/B/A CenterPoint Energy Entex (“CenterPoint”) on or about October 11, 2019 for authority to issue a refund to customers; directing CenterPoint to issue a refund; directing CenterPoint to reimburse the City’s rate case expenses; finding that the meeting complies with the Open Meetings Act; and making other findings and provisions related to the subject. 7. Resolution: A resolution of the Wharton City Council authorizing the City Manager of the City of Wharton to execute a Performance Agreement with Wharton Economic Development Corporation regarding funding for the Mowing and Landscape Maintenance  Agreement with Texas Department of Transportation of approximately 89 acres of land along Highway US 59 at its intersection with FM 102 and Highway 60. 8. FM 102 Ditch Rehabilitation (Wal-Mart Ditch) Project: A. Bid Tabulations. B. Resolution: A resolution of the Wharton City Council awarding a contract for the FM 102 Ditch Rehabilitation Project and authorizing the Mayor of the City of Wharton to execute all documents related to said contract. 9. Resolution: A resolution of the Wharton City Council approving an Engineering Services Agreement between the City of Wharton and Jones & Carter Inc., for the City of Wharton GIS Initial Setup Project and authorizing the Mayor of the City of Wharton to execute all documents related to said project. 10. Resolution: A resolution of the Wharton City Council approving a contract for disaster debris removal monitoring and authorizing the Mayor of the City of Wharton to execute all documents related to said contract and setting an effective date. 11. Resolution: A resolution of the Wharton City Council accepting the award of a grant from the 2020 National Fitness Campaign in the amount of $30,000.00 and authorizing the Mayor of the City of Wharton to execute all documents related to said grant. 12. Resolution: A resolution of the Wharton City Council approving a contract for commercial janitorial cleaning services for the City Hall and Public Works Facilities and authorizing the Mayor of the City of Wharton to execute the agreement. 13.
