CITY COUNCIL MEETING
AUGUST 9, 2021
Mayor, Tim Barker declared a Regular Meeting duly open for the transaction of business at 7:00
P. M. at City Hall 120 E. Caney Street Wharton, TX. Councilmember, Russell Machann led the
opening devotion and Mayor, Tim Barker led the pledge of allegiance.
Councilmember' s present were: Mayor, Tim Barker and Councilmembers, Terry Freese;
Clifford Jackson; Russell Machann; Don Mueller and
Steve Schneider.
Councilmember absent was: Councilmember, Alice Heard- Roberts.
Staff members present were: Assistant City Manager, Paula Favors; City Attorney, Paul
Webb; Finance Director, Joan Andel; Community
Development Director, Gwyn Teves and Public Works
Director, Anthony Arcidiacono.
Visitors present were: Adrian Sanchez, Robert Vandadriff and Stephanie
Konvicka.
Roll Call and Excused Absences.
All members were present.

Public Comments.
Mayor, Tim Barker called for Public Comments. No comments were made.
The first item on the agenda was to review and consider the reading of the minutes from the regular
meeting held July 12, 2021, and July 26, 2021, and special meetings held July 19, 2021, and July
27, 2021. After some discussion, Councilmember, Russell Machann moved to approve from the
regular meeting held July 12, 2021, and July 26, 2021, and special meetings held July 19, 2021,
and July 27, 2021. Councilmember, Terry Freese seconded the motion. All voted in favor.
The second item on the agenda was to review and consider approve the request by Mr. Adrian
Sanchez, on behalf of the Wharton Little League, to host the 2" d Annual Wharton Little League
BBQ Cookoff. Assistant City Manager, Paula Favors presented a copy of a request from Mr.
Adrian Sanchez, on behalf of the Wharton Little League, to host the 2" d Annual Wharton Little
League BBQ Cookoff. Assistant City Manager Favors stated the event would be from October
29th- 30th
at the Little League Park. She said alcohol would not be sold; however, Mr. Sanchez

was requesting the City Council allow consumption of alcohol at the park. After some discussion,
Councilmember, Terry Freese moved to approve the request by Mr. Adrian Sanchez, on behalf of
the Wharton Little League, to host the 2" d Annual Wharton Little League BBQ Cookoff and allow
consumption of alcohol at the park during the event. Councilmember, Don Mueller seconded the
motion. All voted in favor.
The third item on the agenda was to review and consider a request by Mr. Carl Hlavinka for Re-
Plat of 1106 Oriole Ln., Mayfair Addition, Block 3, Lot 3 for subdivision. Assistant City Manager,
Paula Favors presented a copy of a request by Mr. Carl Hlavinka for a Re- Plat of 1106 Oriole Ln.,
Mayfair Addition, Block 3, Lot 3 for subdivision. Community Development Director, Gwyn
Teves stated Mr. Hlavinka was wanting to subdivide the property to sell his one property as two
properties. After some discussion, Councilmember, Clifford Jackson moved to approve the
request by Mr. Carl Hlavinka for Re-plat of 1106 Oriole Ln., Mayfair Addition, Block 3, Lot 3 for
subdivision. Councilmember, Terry Freese seconded the motion. All voted in favor.

The fourth item on the agenda was to review and consider the City of Wharton 2020 Street
Improvement Project:
A. Pay Request No. 2 from Fuquay, Inc., for the 2020 Street Improvement Project.
Assistant City Manager, Paula Favors stated the item would need further review and would be
presented at the next Regular City Council meeting. After some discussion, no action was taken.
The fifth item on the agenda was to review and consider appointments and resignations to the City
of Wharton Boards, Commissions and Committees. Assistant City Manager, Paula Favors stated
there were several positions vacant on the City of Wharton Boards, Commissions and Committees.
After some discussion, no action was taken.
The sixth item on the agenda was to review and consider City Council Boards, Commissions and
Committee Reports:
A. Public Works Committee meeting held July 26, 2021.
B. Finance Committee meeting held July 26, 2021.
C. Parks & Recreation Committee meeting held July 26, 2021.
After some discussion, no action was taken.
Adjournment.
There being no further discussion, Councilmember, Don Mueller moved to adjourn.
Councilmember, Terry Freese seconded the motion. All voted in favor.
The meeting adjourned at 7: 09 p. m.
