Roll Call and Excused Absences. Public Comments. Wharton Moment. Review and Consider: 1. City of Wharton Financial Report for June 2025. 2. Resolution: A resolution of the Wharton City Council approving the purchase of five (5) LUCAS 3-Chest Compression Systems from Stryker Medical for the Wharton Emergency Medical Service Department and authorizing the City Manager to execute all documents related to said purchase. 3. Resolution: A resolution of the Wharton City Council authorizing the purchase of five (5) portable radios for the Wharton Emergency Medical Service Department and authorizing the City Manager to execute all documents related to said purchase. 4. Resolution: A resolution of the Wharton City Council approving the purchase and installation of two aerobic sewer systems at the Wharton Regional Airport and authorizing the City Manager of the City of Wharton to execute all documents related to said purchase. 5. Resolution: A resolution of the Wharton City Council approving the striping of the runway at the Wharton Regional Airport and authorizing the City Manager of the City of Wharton to execute all documents related to said purchase. 6. Ordinance: An ordinance establishing the City of Wharton Code of Ordinances, Appendix B – Downtown Development Regulations; providing that a violation of the ordinance or any part of the regulations as adopted hereby shall constitute a penalty upon conviction of a fine; providing for separability and setting an effective date. 7. Sheppard Street Public Utility Relocations Project: A. Resolution: A resolution of the Wharton City Council approving Change Order No. 1 for a cost decrease with Bull G Construction for the Sheppard Street Public Utility Relocations Project and authorizing the Mayor to execute all documents related to said change order. B. Pay Request No. 1 and Final from Bull G Construction Company for the Sheppard Street Public Utility Relocations Project.  8. Resolution: A resolution of the Wharton City Council rescinding and amending Resolution 2025-39, requesting the transfer of that certain public roadway described herein on Exhibit “A” from the Texas Department of Transportation to the City of Wharton and authorizing the Mayor of the City of Wharton to execute all documents related to said request. 9.
