FINANCE COMMITTEE MEETING

Monday, October 28, 2019—5: 30 p. m.
City Manager Andres Garza, Jr. declared a meeting of the City Council Finance Committee duly
open for the transaction of business at 5: 30 p.m.
Committee Members present were: Councilmember Russell Machann, Councilmember Alice
Heard-Roberts and Mayor Tim Barker.
Committee Member absent was: None.
City Council Member present was: None.
Staff members present were: City Manager Andres Garza, Jr. and Finance Director Joan
Andel.
Staff member absent was: Assistant to the City Manager Brandi Jimenez
Visitors: None.
Public Comments. There were no public comments.
The first item on the agenda was to review and consider the minutes from the meeting held July
22, 2019. Councilmember Russell Machann made a motion to approve the minutes as presented.
Mayor Tim Barker seconded. All voted in favor.
The second item on the agenda was to review and consider Ordinance: An ordinance approving an
amendment to the City of Wharton Budget October 1, 2019 — September 30, 2020. Finance
Director Joan Andel presented the Committee the City of Wharton Budget Adjustments for fiscal
year October 1, 2019 through September 30, 2020. After some discussion, Councilmember
Russell Machann made a motion to recommend to the City Council the approval of the City of
Wharton Budget October 1, 2019- September 30, 2020. Mayor Tim Barker seconded the motion.
All voted in favor.
The third item on the agenda was to review and consider Resolution: A resolution of the Wharton
City Council approving two - one year extensions with Harrison Waldrop & Uherek, LLP for
auditing services for the City of Wharton and authorizing the Mayor of the City of Wharton to
execute all documents related to agreements on behalf of the City of Wharton. Finance Director
Joan Andel stated to the Committee that on June 8, 2015, the Wharton City Council approved the
agreement with Harrison, Waldrop & Uherek LLP for three years with two additional one year
extension periods for auditing services. She stated that the agreement was now eligible for its
second one year extension of the agreement. After some discussion, Mayor Tim Barker made a
motion to recommend to the City Council the approval of two- one year extensions with Harrison,
Waldrop & Uherek, LLP for auditing services for the City of Wharton. Councilmember Alice
Heard- Roberts seconded the motion. All voted in favor.
The fourth item on the agenda was to review consider Resolution: A resolution of the Wharton
City Council authorizing the submission of applications to the Texas Department of Emergency
Management under the Pre- Disaster Mitigation Grant Program on behalf of Wharton Independent
School District and authorizing the Mayor ofthe City ofWharton to execute all documents relating
to said applications. Community Development Director Gwyn Teves stated to the Committee that
On September 30, 2019 FEMA announced the opening of the Pre- Disaster Mitigation Grant
Program( PDM). She stated that the Wharton Independent School District had requested that the
City of Wharton apply for the Pre- Disaster Mitigation funds on their behalf for a cafeteria
generator and flood mitigation at the Wharton High School. After some discussion,
Councilmember Russell Machann made a motion to recommend to the City Council the approval
of the submission to the Texas Department of Emergency Management under the Pre- Disaster
Mitigation Grant Program on behalf of the Wharton Independent School District. Mayor Barker
seconded the motion. All voted in favor.
The fifth item on the agenda was adjournment. Councilmember Russell Machann moved to
adjourn. Mayor Tim Barker seconded the motion. All v ted in favor.
The meeting adjourned at 6:30 p.m.

28, 2019 at 5:30 PM at the Wharton City Hall, 120 East Caney Street, Wharton, Texas, at which
