Communication from the Mayor in relation to an appropriation of $5,000,000 from the City’s Contingency and Tax Stabilization Fund for use in the City’s Fiscal Year 2014- 2015 General Fund Budget to reduce the property tax rate increase. 2. Resolution of the Common Council of the City of White Plains authorizing the appropriation of $5,000,000 from the City’s Contingency and Tax Stabilization Reserve Fund for use as a financing source in the Fiscal Year 2014-2015 General Fund Budget to lower the property tax rate increase. 3. Communication from the Budget Director in relation to the Proposed Tax Budget of the City of White Plains for Fiscal Year 2014-2015. 4. Ordinance adopting the Tax Budget for the General Fund for the Fiscal Year commencing on the first day of July 2014, and terminating at midnight on the thirtieth day of June 2015. 5. Ordinance adopting the Operating Budget for the Library Fund for the Fiscal Year commencing on the first day of July 2014, and terminating at midnight on the thirtieth day of June 2015. 6. Ordinance adopting the Operating Budget for the Self Insurance Fund for the Fiscal Year commencing on the first day of July 2014, and terminating at midnight on the thirtieth day of June 2015. 7. Ordinance adopting the Operating Budget for the Water Fund for the Fiscal Year commencing on the first day of July 2014, and terminating at midnight on the thirtieth day of June 2015. 8. Ordinance adopting the Operating Budget for the Sewer Rent Fund for the Fiscal Year commencing on the first day of July 2014, and terminating at midnight on the thirtieth day of June 2015. 9. Ordinance adopting the Budget for the Debt Service Fund for the Fiscal Year commencing on the first day of July 2014, and terminating at midnight on the thirtieth day of June 2015. 10. Ordinance authorizing the Commissioner of Finance to allocate funding to the White Plains Cable Television Access Commission, Inc. 11. Communication from Commissioner of Public Works in relation to fee increases regarding sidewalk cafes. 12. Ordinance of the Common Council of the City of White Plains amending Chapter 7 - 9 of the White Plains Municipal Code pertaining to fees collected by the Department of Public Works. 13. Communication from Commissioner of Public Safety in relation fee increases regarding fire inspection certificates. 14. Ordinance of the Common Council of the City of White Plains amending Section c (5) (ii) of the Supplemental Uniform Building and Fire Prevention Code pertaining to fees collected by the Department of Public Safety. 15. Communication from Personnel Officer in relation to proposed amendments to Section 2-5-81 of the Municipal Code by establishing, deleting and reallocation certain position titles and amending the 2013-2014 Table of Organization. 16. Ordinance amending Section 2-5-81 of the White Plains Municipal Code by establishing, deleting and reallocating certain position titles and amending the 2013-2014 Table of Organization. 17. Ordinance amending various sections of the White Plains Municipal Code in relation to salaries. 18. Communication from the Commissioner of Finance in relation to the Fiscal Year 2014- 2015 Special Assessments for the White Plains Downtown Business Improvement District, and ordering the issuance of a tax warrant. 19. Ordinance fixing the 2014-2015 Special Assessments for the White Plains Downtown Business Improvement District, levying and confirming said Special Assessment, and ordering the issuance of a warrant thereof.
