the City to provide snow and ice control on 17.02 miles of County Roads that

agreement accepting a grant award from the State of New York
Governor’s Traffic Safety Committee to be used for Distracted Driving

agreement on behalf of the City of White Plains with Westchester
Merchant Services Inc. of White Plains for the placement of two (2)

between the City and the auditing firm of O’Connor Davies, LLP (ODMD), for a

24. Ordinance authorizing the Mayor to direct the Commissioner of Finance
to enter into a three (3) year agreement with O’Connor Davies, LLP

25. Communication from Commissioner of Recreation and Parks in relation to an
agreement between the City and the New York State Amateur Hockey
Association Inc., (“NYS Hockey”) for the City of White Plains to be a member
of NYS Hockey in the interest of further developing the sport in the City. F/S
26. Ordinance of the Common Council of the City of White Plains
authorizing the Mayor or his designee to execute an agreement with the
New York State Amateur Hockey Association, Inc., (“NYS Hockey”) to
allow the City of White Plains to be a member of NYS Hockey in the
interest of development and administering the sport of amateur ice
hockey, subject and pursuant to the purposes, policies, bylaws, rules
and regulations, playing rules, applicable rules, and decisions of the
Board of Directors of NYS Hockey and USA Hockey, Inc. ADOPTED 7 -

27. Communication from Commissioner of Planning in relation to a previously
approved Community Development Rehabilitation Loan to the YMCA of White
Plains and Northern Westchester, Inc., for roof repair at 250 Mamaroneck
Avenue, and rescinding the same. F/S
28. Ordinance of the Common Council of the City of White Plains rescinding
an ordinance adopted May 5, 2014, entitled “Ordinance authorizing a
Community Development Rehabilitation Loan not to exceed $70,000 to
the YMCA of White Plains and Northern Westchester, Inc., for roof
repair to the building at 250 Mamaroneck Avenue.” ADOPTED 7 - 0
29. Communication from Director, Youth Bureau, in relation to a grant in the
amount of $25,000 from the Westchester Clubmen Foundation to be used to
operate the Clubmen Higher Aims Program. F/S
30. Ordinance of the Common Council of the City of White Plains
authorizing the Mayor, or his designee, to execute a contract to accept,
on behalf of the City of White Plains (Youth Bureau), an award from the
Westchester Clubmen Foundation to be used to operate the Clubmen
Higher Aims Program and to authorize the Budget Director to amend
the FY 2014-2015 Youth Development Fund to reflect this award.

amount of $125,000 from the U.S. Department of Health and Human Services,
Substance Abuse and Mental Health Services Administration (SAMHSA) under
the Drug Free Communities Grant and in support of White Plains Care

32. Ordinance authorizing the Mayor, or his designee, to enter into a
contract with the U.S. Department of Health and Human Services,
Substance Abuse and Mental Health Services Administration
(SAMHSA), to receive a Drug Free Communities Grant in the amount of
$125,000 and to authorize the Budget Director to amend the FY 2014-
2015 Youth Development Fund to reflect this grant. ADOPTED 7 - 0
33. Communication from Director, Youth Bureau, in relation to a donation in the
amount of $1,500 from Mr. And Mrs. Dwyer and Jill E. Solomon Charitable
Foundation to be used to buy backpacks and school supplies for middle school
aged children. F/S
34. Ordinance of the Common Council of the City of White Plains
authorizing the Mayor, or his designee, to accept on behalf of the City of
White Plains (Youth Bureau), donations in the amount of $1,500 to be
used to purchase backpacks and school supplies for needy children in
White Plains Middle Schools and to amend the FY 2014-2015 Youth
Bureau General Fund to reflect said donations. ADOPTED 7 - 0
35. Communication from Director, Youth Bureau, in relation to a grant in the
amount of $11,500 from the Regional Partnership of Schools and Colleges
Great Potential Program (Suny Great Potential Program). F/S
36. Ordinance of the Common Council of the City of White Plains
authorizing the Mayor, or his designee, to enter into a contract with the
SUNY Great Potential Program to receive a grant in the amount of
$11,500 and to authorize the Budget Director to amend the FY 2014-

37. Communication from Deputy Commissioner of Parking in relation to proposed
amendments to the Traffic Ordinance at various locations around the City. F/S
38. Ordinance amending the Traffic Ordinance of the City of White Plains in
relation to creating a “Stop Intersection” for the intersection of Saxon
Wood Road and Saxon Wood Park Drive; creating a “Handicapped
Parking Spaces - Streets” on the west side of Hall Avenue; modifying a
“No Parking Any Time” Zone on both sides of Soundview Avenue;
modifying a “No Parking Any Time” Zone on the north side of Ridgeway
Avenue; and modifying a “One Hour Meter Parking” Zone on both sides

41. Resolution of the Common Council of the City of White Plains
scheduling a public hearing for November 3, 2014, in relation to the
application submitted on behalf of White Plains Hospital Center, for an
amendment to its existing Special Permit and Site Plan, originally
granted by resolution adopted September 8, 2009 and last amended by
resolution adopted on November 4, 2013, for: (1) modification to the
lobby of the combined buildings to substitute a rectilinear canopy for the
serpentine canopy previously provided over the main entrance and
drop-off area; (2) modification to the stairwell area to provide a
pedestrian doorway for delivery access; (3) approval of two exterior wall
glass detailing options; and(4) to amend the site plan to identify the
location of future signage, including a monument sign along Longview
Avenue, and signage on multiple locations on the upper levels of the

2011, and extended for one (1) year by resolution adopted April 2,
2012, and extended and amended by resolution adopted August 5,
2013, for a skilled nursing and rehabilitation facility to be known as the
White Plains Institute of Rehabilitation and Healthcare, to be located at
