Z-2015-2 Mr. Andre Obligado, 123 Wayne Avenue, SBL 125.80-17-4. Application
for a porch reconstruction. A review of drawings 1 through 4, prepared
and dated November 9, 2014 by John Lenehan, P.E., indicates the
proposed reconstruction of the front yard porch. The premises are located
in the R1-5 Zone and the existing porch is legally non-conforming with
respect to the front yard setback. The applicant seeks approval to
reconstruct the front porch per Section 4.3.4.2 of the Zoning Ordinance
with the following existing dimensional non-conformity:

Application for an in-ground swimming pool. A review of amended plans
dated February 10, 2015, prepared by Gibbons Engineering, indicates the
proposed relocation of the pool enclosure fence and elimination of a
portion of the evergreen screening. A permit was issued based on full
compliance with Section 4.4.24 as permitted by Section 6.7.3 of the White
Plains Zoning Ordinance. The revised plans no longer comply with
Section 4.4.24 of the Ordinance. The deviation from Section 4.4.24.2 for
screening and from Section 4.4.24.7 for fence enclosure location will
require an area variance in order to comply with the requirements for a
special permit.
Z-2015-6 Mr. Frank D’Ambrosio, 22 West Street, SBL 138.10-16-31.
Application for an addition. A review of drawings A-1 to A-4, with the
latest date of January 21, 2015 prepare by John G. Scarlato Jr. R.A.,
indicates the proposed second story and front yard porch addition. The
premises are located in the R1-7.5 Zone and the existing dwelling is non-
conforming with respect to minimum one side yard setback. The proposed
additions will require the following area variances:

January 15, 2015 prepared by SI Design Group, indicates a proposed
second story addition. The property is located in the R1-12.5 Zone. The
existing premises are legally non-conforming with respect to lot area, side
yard setbacks and combined side yards. The proposed addition will
increase the dwelling’s dimensional non-conformities and will require the
following area variances:

Application for change of occupancy. A review of drawings A-1 to A-4
dated November 7, 2014 prepared by DeVita Architects, AIA indicates a
proposed change of occupancy. The premises are located in the B-3 Zone
where the proposed restaurant is a Special Permit Use. The Planning
Board is the approving agency but the proposed use is dimensionally non-
conforming with respect to off street parking. Therefore, the following
area variance is required prior to submission to the Planning Board for
Special Permit approval:

Z-2015-9 Kuy T Chay Member Maddy Taylor, LLC, 421 Central Avenue,
SBL 125.72-7-3. Application for a new building. A review of revised
drawings SP-01, A-01 to A-05 and A-07 to A-08 with latest revision date
of October 28, 2014, prepared by Orphers Associates indicate a new
two(2) story commercial building. A previous application for a two (2)
story addition to the existing commercial building was granted a variance
for parking. The property is located in the B-3 Zone and all existing
structures are proposed to be demolished resulting in the loss of previous
parking credits. The newly proposed construction will be relocatedand
provided with seven(7) off street parking spaces. The revised plans will
require the following area variances:

The approving agency for this site plan is the Planning Board after all
variances have been approved by the Board of Appeals.
Z-2015-10 Nabiel Rimawi, 186-200 Westchester Ave, SBL 126.61.5.3&4,
Application to expand and reconstruct the service station.These premises
are located in a B-3 (Intermediate Business) zone where a motor vehicle
service station requires a special permit. The Zoning Board of Appeals is
the approving agency for special permits of this type and therefore would
review the proposed amendment.
