BOARD OF APPEALS ZONING CALENDAR NO AGENDA 7:00 PM October 3, 2018 Z-2018-5 White Plains Hospital Center, 34 East Post Road, SBL 130.27-2-4. Application to Appeal the December 18, 2017 determination of the Commissioner of Buildings for an amendment to a special permit for a service station to allow construction of a convenience store. OUTCOME: ADJOURNED TO 11/07/2018 Z-2018-15 Burke Rehabilitation Hospital, 785 Mamaroneck Avenue, SBL 131.13-5-1. Application for perimeter fencing. The property is located in the C-0 Zone. The existing building is legally existing non-conforming with respect to front yard setback and one (1) side yard setback. The proposed addition will require an area variance that must be granted before special permit approval per Section 6.4.5. The property is located in the R1-12.5 Zone. The use of the carriage house as an accessory servants’ quarters is a special permit use in this zone. The Board of Appeals is the approving agency for this use per Section 6.2 of the Zoning Ordinance of The City of White Plains. OUTCOME: GRANTED NEW APPLICATIONS NO APPEARANCE Z-2018-32 Chui Ping Lam, 75 Pleasant Avenue, SBL 131.09-5-13 A review of drawings SP1 and SP2 dated June 19, 2018, prepared by Gismondi Architects, indicates the proposed expansion of a single width front yard driveway to occupy space in front of the dwelling. The proposed expansion will result in violation of Section 8.6.1.4 of the White Plains Zoning Ordinance which limits parking in the front yard. Specifically, it states in part that parking is prohibited in the front yard unless it is immediately contiguous to and an extension of a garage which is integral with the residence. The property is located in the R1-5 Zone and is legally existing non-conforming with respect to lot frontage, front and side yard setbacks. The proposed driveway expansion will require an area variance from the provisions of Section 8.6.1.4.
