The Special Meeting of the Common Council called for Tuesday, May 28, 2013, at six o'clock in the
evening in the Mayor's Conference Room, Municipal Building.
Mayor Roach presiding and the following Members present: Mr. Boykin, Mr. Kirkpatrick, Mr. Krolian,
Mrs. Lecuona, and Mrs. Smayda. Absent: Mr. Martin.

The Special Meeting was called to consider legislation in relation to the adoption of the Proposed Tax
Budget of the City of White Plains Fiscal Year 2013-2014, and to discuss: Capital Projects; the park at the
site of the former Ritz Carlton sales office; the proposed Complete Streets policy; and moratorium
legislation.

Mrs. Smayda offered only an ordinance entitled: "Ordinance amending an ordinance entitled, "An
ordinance of the City of White Plains imposing taxes on sales and uses of tangible personal property and
on certain services, and on occupancy of hotel rooms, admission charges and club dues, pursuant to Article
29 of the Tax Law of the State of New York" to provide for an increase in the rate of Sales and
Compensating Use Taxes."

Mrs. Smayda moved to tabled to May 30, 2013, the following: "Communication from the Mayor in relation
to an appropriation of $5,100,000 from the City's Contingency and Tax Stabilization Fund for use in the
City's Fiscal Year 2013-2014 General Fund Budget to reduce the property tax rate increase, " and
"Resolution of the Common Council of the City of White Plains authorizing the appropriation of $5,100,000
from the City's Contingency and Tax Stabilization Reserve Fund for use as a financing source in the Fiscal
Year 2013-2014 General Fund Budget to lower the property tax rate increase."
Mrs. Smayda moved to tabled to May 30, 2013, the following: "Communication from the Mayor in relation

Mrs. Smayda moved to table to May 30, 2013 the following: "Communication from the Budget Director in
relation to the proposed Tax Budget of the City of White Plains for Fiscal Year 2013-2014."

Mrs. Smayda moved to offer only the following ordinances:
"Ordinance adopting the Tax Budget for the General Fund for the Fiscal Year commencing on the first day
of July 2013, and terminating at midnight on the thirtieth day of June 2014."
"Ordinance adopting the Operating Budget for the Library Fund for the Fiscal Year commencing on the
first day of July 2013, and terminating at midnight on the thirtieth day of June 2014."
"Ordinance adopting the Operating Budget for the Self Insurance Fund for the Fiscal Year commencing on
the first day of July 2013, and terminating at midnight on the thirtieth day of June 2014."
"Ordinance adopting the Operating Budget for the Water Fund for the Fiscal Year commencing on the first
day of July 2013, and terminating at midnight on the thirtieth day of June 2014."
"Ordinance adopting the Operating Budget for the Sewer Rent Fund for the Fiscal Year commencing on
the first day of July 2013, and terminating at midnight on the thirtieth day of June 2014."
"Ordinance adopting the Budget for the Debt Service Fund for the Fiscal Year commencing on the first
day of July 2013, and terminating at midnight on the thirtieth day of June 2014."
"Ordinance authorizing the Commissioner of Finance to allocate a portion of the various Cable Franchise
Fees to the White Plains Cable Television Access Commission, Inc."

Mrs. Smayda moved to table to May 30, 2013 the following communication, and offer only the ordinance:
"Communication from Commissioner of Public Works in relation to fee increases for storm water permits
and issuing stop work orders."
"Ordinance of the Common Council of the City of White Plains amending Chapters 73-3 and 7-7 of the
White Plains Municipal Code pertaining to fees and stop work orders by the Department of Public
Works."

Mrs. Smayda moved to table to May 30, 2013 the following communication, and offer only the ordinances:
"Communication from Personnel Officer in relation to proposed amendments to Sections 2-5-77 and 2-5-81
of the Municipal Code by establishing and reallocating certain position titles, and amending appointed
officials and managerial/confidential pay plans."

tax warrant."
"Ordinance fixing the 2013-2014 Special Assessments for the White Plains Downtown Business
Improvement District, levying and confirming said Special Assessment, and ordering the issuance of a
warrant thereof."

The Special Meeting continued with discussions as follows: Capital Projects; Park at site of former Ritz
Carlton sales office; Complete Streets policy; and Moratorium legislation.

On motion of Council President Smayda, seconded and duly carried, the Common Council adjourned the
meeting.
