COMMON COUNCIL REVISED AGENDA SPECIAL MEETING DECEMBER 19, 2013 6:00 P.M. FIRST READING ORDINANCE: 1a. Communication from Commissioner of Recreation and Parks in relation to a revocable license agreement between the City and LC Main LLC for the use of the Plaza next to the Ritz Carlton Hotel in connection with the City’s New Year’s Eve Celebration. 1b. Ordinance authorizing the Mayor to enter into a revocable license agreement with LC Main LLC, Renaissance Plaza Owners, Renaissance Parking Partners, LLC, and the Cappelli Organization for use of the Plaza next to th4e Ritz Carlton Hotel (formerly the sales office area) in connection with the City of White Plains New Year’s Eve Celebration. RESOLUTIONS: 1c. Communication from Corporation Counsel authorizing a Memorandum of Understanding between the City and the County of Westchester to permit access to the Westchester County Clerk’s Online Land and Legal Public Viewer System. 1d. Resolution of the Common Council of the City of White Plains authorizing the Mayor to enter into a Memorandum of Understanding with the County of Westchester to permit access to the Westchester County Clerk’s Online Land and Legal Public View System. 1. Resolution of the Common Council of the City of White Plains withdrawing a communication from the Environmental Officer dated December 2, 2013 and a resolution entitled, “Resolution of the White Plains Common Council adopting the Findings Statement issued under the State Environmental Quality Review Act, Environmental Conservation Law Section 8-101, Et. Seq. regarding the application submitted on behalf of the French American School of New York (“Applicant” or “FASNY”) in relation to Special Permit and Site Plan Approval and related approvals for a private elementary and secondary school, and an accessory nursery school, to be located on the property of the former Ridgeway Country Club, such property consisting of four parcels (Section-Block-Lots SBL 131.14-9-3, SBL 131.14-2-3, SBL 131.10-1-6 AND SBL 131.10-3-32) and having an address of 400 Ridgeway, White Plains (“Application”),” offered and tabled indefinitely at a Special Meeting of the Common Council held on December 9, 2013. 2. Communication from the Environmental Officer in relation to the application submitted by the French American School of New York (FASNY) for a Special Permit and Site Plan Approvals to develop a private elementary and secondary school with accessory nursery school at 400 Ridgeway, White Plains, New York, and a resolution adopting an Environmental Findings Statement. 3. Environmental Findings Resolution of the White Plains Common Council adopting the Findings Statement issued under the State Environmental Quality Review Act, Environmental Conservation Law Section 8-101, Et.
