LOCAL LAW:
1. Communication from Corporation Counsel in relation to a Local Law amending the
Charter of the City of White Plains relating to the number of full-time City Court Judges.
2. Local Law Introductory No. 1 of 2014. A Local Law amending Sections 9, 9-A,
and 10, of the Charter of the City of White Plains relating to the number of full
time City Court Judges to conform with the provisions of Section 2104 of the
New York State Uniform City Court Act.
3. Resolution of the Common Council of the City of White Plains scheduling a
public hearing for May 5, 2014, in relation to a Local Law amending Sections 9,
9-A and 10 of the Charter of the City of White Plains relating to the number of

4. Ordinance authorizing the Mayor to execute a contract with the White Plains Downtown
District Management Association to provide supplemental services for the White Plains
Downtown Business Improvement District.
5. Ordinance of the Common Council of the City of White Plains authorizing the Mayor to
accept, on behalf of the City of White Plains, a donation of five (5) Japanese Cherry
Trees to be planted in Turnure Park, from Niji No Kai, an organization that enhances
the lives of people with cultural awareness and philanthropic endeavors.
6. Ordinance amending the Community Development Fund Budget by reprogramming
funds from previous Community Development Program Years.
7. Ordinance amending the Community Development Fund Budget by appropriating Fund
Balance and allocating such increase to the Rehabilitation Revolving Fund Program.
8. Environmental Findings Resolution regarding Capital Project No. C5420, Renaissance
Fountain Improvements - Smart Sticks.
9. Ordinance of the Common Council of the City of White Plains to amend the
Capital Projects Fund by establishing Capital Project No. C5420 entitled,
Renaissance Fountain Improvements - Smart Sticks.
10. Bond Ordinance dated April 7, 2014, authorizing the issuance of $202,000
aggregate principal amount serial bonds of the City of White Plains, County of
Westchester, State of New York, to finance the costs of the acquisition,
construction and reconstruction of improvements to City Parks.
11. Ordinance of the Common Council of the City of White Plains authorizing the closure of
certain portions of public streets and designating April 24, 2014 through April 26, 2014,
May 4, June 8 and September 3 - 7, 2014 as Rising Stars Sidewalk Sales Days, May 4,
2014 as Cinco De Mayo, April 26, 2014 as Sustain White Plains, June 8, 2014 as the
Second Annual White Plains Downtown Criterium Bike Race, and Lifestyle and Leisure
Expo; June 18, 2014 as Get on Your Mat for Mental Health Yoga/Health Fair (rain date
June 19, 2014), August 5, 2014 as National Night Out on Crime; September 7, 2014 as
“Jazzfest,” September 14, 2014 as Youth Bureau Wellness Day; October 12, 2014, as
“Oktoberfest,’ December 31, 2014 and January 2015 as the White Plains New Year’s
Eve Spectacular.
12. Ordinance accepting a public utility easement tendered by the White Plains Housing
Authority in connection with the construction of a new building for affordable housing
and a community center.
13. Ordinance amending the Traffic Ordinance of the City of White Plains in relation to
adding new definitions to Section 102, concerning electric vehicles; modifying Section
201, Subsection 6, relating to policing, regulations and prohibitions concerning electric
vehicles; and modifying Section 201, Exhibit IV, Parking Meter Rate Schedule,
concerning electric vehicle charging stations rates.
14. Ordinance of the Common Council of the City of White Plains establishing and
approving a Schedule of User Fees for Fiscal Year 2014-2015, for the White Plains
Youth Bureau.
15. Ordinance amending an ordinance adopted on January 6, 2014, entitled, “Ordinance of
the Common Council of the City of White Plains authorizing the Mayor to enter into a
contract with the County of Westchester (Department of Community Mental Health) in
order to receive $181,299 in funding to continue the Project Hope Program through the
New York State Office of Alcoholism and Substance Abuse, (OASAS) providing alcohol
and substance prevention services to the City of White Plains.
16. Ordinance amending an ordinance adopted on October 7, 2013 entitled, “Ordinance by
the Common Council authorizing the Mayor or his designee to enter into a contract with
the U.S. Department of Health and Human Services, Substance Abuse and Mental
Health Services Administration (SAMSHA), to receive a Drug Free Communities Grant
in the amount of $125,000 and to authorize the Budget Director to amend the FY 2013 -
2014 Youth Development Fund to reflect this Grant.”
17. Ordinance amending the Traffic Ordinance of the City of White Plains in relation to
modifying a “One Hour Parking” Zone on the west side of Bank Street; creating a “No
Stopping At Any Time” Zone on the west side of Bank Street; modifying a “One Hour
Parking 7:30 A.M. to 6:30 P.M.” Zone on the north side of Holland Avenue; creating a
“Three Hour Parking” Zone on the north side of Holland Avenue; creating a “Stop
Intersection” for the Oakley Road and Winslow Road; creating a “No Stopping At Any
Time” Zone on both sides of the main driveway to the Transcenter Garage; modifying a
“No Standing At Any Time” Zone on the south side of Hamilton Avenue; and modifying
a “No Parking 8:00 A.M. to 6:00 P.M.” Zone on the south side of Hamilton Avenue.
