with Metropolitan Plaza WP, LLC, to permit an encroachment above the City
right-of-way in connection with the construction of a canopy at 250 Main

86. Communication from Commissioner of Public Works in relation to a transfer of funds
from Reserve for Financing in relation to snow and ice removal operations overtime,
and salt expenses.
87. Ordinance of the Common Council of the City of White Plains authorizing the
transfer of $426,855, from Reserve for Financing, in relation to snow and ice
removal operations overtime and salt expenses incurred by the Department
of Public Works.
88. Communication from Director, Youth Bureau, in relation to a sub-contract with
Planned Parenthood Hudson Peconic, Inc., a contractor for the New York State
Department of Health, to receive a grant in the amount of $21,543, for the
Comprehensive Adolescent Pregnancy Prevention Program (CAPP).
89. Ordinance authorizing the Mayor or his designee to enter into a sub-contract
with Planned Parenthood Hudson Peconic, Inc., a contractor for the New
York State Department of Health, to receive a grant in the amount of
$21,543, for the City of White Plains Youth Bureau, to support the
Comprehensive Adolescent Pregnancy Prevention Program (CAPP), and to
amend the FY 2013-2014 Youth Development Fund to reflect said grant.
90. Communication from Director, Youth Bureau, in relation to a donation in the amount
of $100 from Larry’s Free Wheeling Inc., to be used to purchase school supplies for
the Ferris Avenue After School Program.
91. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor, or his designee, to accept on behalf of the City of White Plains
(through its Youth Bureau), a donation in the amount of $100 from Larry’s
Free Wheeling Inc., to be used to purchase school supplies for the Ferris
Avenue After School Program supported by OASAS funding and to amend
the FY 2013/2014 Youth Bureau’s Youth Development Fund to reflect said
donation.
92. Communication from Director, Youth Bureau, in relation to a contract with the
Westchester Putnam Workforce Investment Board to receive $5,000 in funds for
Summer Employment Services to youth 16 - 24 years of age.
93. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor or his designee (acting by and through the Youth Bureau), to enter into
a contract with the County of Westchester (acting on behalf of the
Westchester Putnam Workforce Investment Board) to receive $5,000 in
funding for private sector Summer Employment Services to youth 16 - 24
years of age under the Workforce Investment Act (WIA) for the period
beginning January 1, 2014 to June 30, 2014.
94. Communication from Director, Youth Bureau, in relation to a donations in the
amount of $4,191 to be used to offset the expense for the Father Daughter Dance
and Mother Son Dance and the Musical Stomp.
95. Ordinance of the Common Council of the City of White Plains authorizing the
Mayor, or his designee, to accept on behalf of the City of White Plains
(through its Youth Bureau), donations in the amount of $4,191 to be used to
offset the expenses for the 2013 Father Daughter Dance and Mother Son
Dance, and the Musical Stomp and to amend the FY 2013/2014 Youth
Bureau General Fund to reflect said donations.
96. Communication from Acting Chairman, Traffic Commission, in relation to
amendments to the Traffic Ordinance at various locations around the City.
97. Ordinance amending the Traffic Ordinance of the City of White Plains in
relation to creating a “No Stopping Any Time” Zone on both sides of West
Street.

98. Communication from Corporation Counsel in relation to a proposed amendment to
the Zoning Ordinance of the City of White Plains in relation to the notification
requirements for applications for Special Permits for Outdoor Dining and scheduling
a public hearing for July 7, 2014.

100. Resolution of the Common Council of the City of White Plains scheduling a
public hearing for July 7, 2014, in relation to amending the Zoning Ordinance
of the City of White Plains with respect to adding a new Section 6.7.8.7
regarding public hearing written notice requirements for renewals of Outdoor
Dining Special Permits.
101. Communication from Corporation Counsel in relation to a request submitted on
behalf of the French American School of New York (FASNY) to discontinue a portion
of Hathaway Lane between Ridgeway and Gedney Esplanade, and to amend the
Official Map of the City of White Plains to reflect such change, and schedule a
public hearing for July 7, 014.

103. Resolution of the Common Council of the City of White Plains scheduling a
public hearing for July 7, 2014 in relation to the proposed discontinuance of a
portion of Hathaway Lane between Ridgeway and Gedney Esplanade
pursuant to Section 152 of the White Plains Charter and Section 29 of
General City Law.
104. Resolution of the Common Council of the City of White Plains scheduling
concurrent public hearings for July 7, 2014 in relation to the application
submitted by the French American School of New York (FASNY) for a
Special Permit for a “Private elementary and secondary school,” at 400
Ridgeway on a site containing environmentally sensitive features as defined
by Chapter 3-5 of the White Plains Municipal Code; and a Special Permit for
the accessory tennis court and basketball court structures thereon.
105. Communication from the City Clerk in relation to a request submitted on behalf of
Via Veneto 26, LLC, to waive the thirty (30) day notification period requirement as
set forth in Section 64(2)(a) of the New York Alcoholic Beverage Control Law in
relation to an application for a liquor license.

thirty (30) day notification requirement set forth in the New York Alcoholic

redevelopment of The Westchester Pavilion site, to reclassify the site from the B-6
