The Special Meeting of the Common Council called for Tuesday, April 19, 2016 at six o'clock in the
evening in the Mayor's Conference Roomr, Municipal Building. Mayor Roach presiding and the
following Members present: Mrs. Hunt-Robinson, Mrs. Lecuona, Mr. Kirkpatrick, Mr. Krolian, and
Mrs. Smayda. Absent: Mr. Martin.

The Mayor called this Special Meeting to consider a resolution scheduling a public hearing for May 9,
2016, in relation to the establishment of sewer rent fees as determined by the Commissioner of Public
Works pursuant to Section 201 of the Charter of the City of White Plains, and to discuss the Overview
of Proposed 2016-2017 Tax Budget of the City of White Plains (Joint Meeting with Budget and
Management Committee) .

Communication received from Commissioner of Public Works.
Mr. Kirkpatrick moved that it/they be filed and spread in full upon the minutes.
Mrs. Lecuona seconded the motion.

TO THE HONORABLE MAYOR AND MEMBERS OF THE COMMON COUNCIL OF THE CITY
OF WHITE PLAINS
Local Law No. 1 of 2010, regarding sewer rents, was unanimously adopted by the Common Council of
Carried.
TO THE HONORABLE MAYOR AND MEMBERS OF THE COMMON COUNCIL OF THE CITY
OF WHITE PLAINS
Local Law No. 1 of 2010, regarding sewer rents, was unanimously adopted by the Common Council of
April 5, 2010. Pursuant to that law, the proposed rates are to be established by the Commissioner of
Public Works, subject to the approval of the Common Council after a public hearing. Accordingly, as the
Commissioner of Public Works, I recommend establishing the sewer rent fee for usage of the sanitary
sewers of the City of White Plains as a 19% surcharge (down from 21%) to be placed on all water bills
provided by the City of White Plains, related to the metered consumption of potable water for every
building or premises that are connected to the City's water distribution system.
Submitted for your consideration is a resolution scheduling a public hearing concerning the
establishment of sewer rent fees as recommended by the Commissioner of Public Works.

Mr. Kirkpatrick offered the following resolution and moved its adoption.
RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF WHITE PLAINS SCHEDULING
A PUBLIC HEARING FOR MAY 9, 2016 IN RELATION TO ESTABLISHMENT OF SEWER
RENT FEES AS DETERMINED BY THE COMMISSIONER OF PUBLIC WORKS PURSUANT TO
SECTION 201 OF THE CHARTER OF THE CITY OF WHITE PLAINS
RESOLVED, that a public hearing before the Common Council of the City of White Plains concerning
the establishment of sewer rent fees as determined by the Commissioner of Public Works pursuant to
Section 201 of the Charter of the City of White Plains shall be held at the Common Council Chamber in
the Municipal Building, 255 Main Street, White Plains, New York, on May 9, 2016 at 7:30 p.m.; and be
it further
RESOLVED, that the City Clerk be and hereby is directed to give notice of said hearing in accordance
with law.
Mrs. Hunt-Robinson seconded the motion.
Carried 6 - 0. Absent: Mr. Martin.

White Plains (Joint Meeting with Budget and Management Committee),

the meeting.
