Communication from Commissioner of Public Works in relation to the transfer of funds from Reserve for Financing in relation to snow removal operations and storm preparedness expenses. 27. Ordinance of the Common Council of the City of White Plains authorizing the transfer of $299,950 from Reserve for Financing in relation to snow removal operations and storm preparedness expenses incurred by the Department of Public Works. 28. Communication from Commissioner of Building in relation to a proposed amendment to the White Plains Municipal Code by adding a new section entitled, Rental Housing Registry and License Program. 31. Ordinance of the Common Council of the City of White Plains amending Title IV of the White Plains Municipal Code by adding a new section entitled, Rental Housing Registry and License Program. 32. Communication from Deputy Commissioner of Planning in relation to a proposed amendment to the Zoning Ordinance creating a new TD-1 Transit Zoning District and re-zoning a certain property in the B-2 Neighborhood Business Zoning District to TD-1 Transit Zoning District. 33. Ordinance amending an ordinance entitled, “The Zoning Ordinance of the City of White Plains,” with respect to creating a new zoning district known as Transit Development - 1 (TD-1), and re-zoning a property in the Neighborhood Business (B-2) Zoning District to Transit Development - 1 (TD-1) Zoning District. 34. Communication from Commissioner of Recreation and Parks in relation to an agreement with the County of Westchester to continue to operate programs for 2018 under the Titles III-B, III-C-1, and the Nutrition Services Incentive Program of the Older Americans Act. 35. Ordinance authorizing the Mayor or his designee to enter into agreement with the County of Westchester for the continuing operation by the City of White Plains for programs for Year 2018 under Titles III-B, III-C-1, and the Nutrition Services Incentive Program of the Older Americans Act. 36. Communication from Director, Youth Bureau, in relation to a contract with the Friends of the White Plains Youth Bureau to accept an award to provide summer jobs for up to twenty five youth between the ages of 14 and 21. 37. Ordinance authorizing the Mayor, or his designee, to enter into a contract with the Friends of the Youth Bureau to accept an award to provide summer jobs for up to twenty five youth between the ages of 14 and 21 years of age and to authorize the Budget Director to amend the FY 2018/19 Youth Development Fund to reflect this grant. 38. Communication from Director, Youth Bureau, in relation to a contract with the Westchester Putnam Workforce Investment Board to accept an award to operate a Summer Youth Employment Program. 39. Ordinance authorizing the Mayor, or his designee, to enter into a contract with the Westchester Putnam Workforce Investment Board to accept an award to operate a Summer Youth Employment Program and to authorize the Budget Director to amend the FY 2018/19 Youth Development Fund to reflect this grant. 40. Communication from Director, Youth Bureau, in relation to approving sponsorship of the Summer Stem Camp for middle school students at Church Street Elementary School, and accepting a contribution of $5000 from the Friends of the Youth Bureau. 41. Ordinance of the Common Council of the City of White Plains approving the sponsorship by the City (through the Youth Bureau) of the Summer Stem Camp for middle school students at Church Street Elementary School, accepting a contribution of $5000 from the Friends of the Youth Bureau for the Program, and authorizing the Mayor to direct the Budget Director to increase the estimated revenue and appropriations, and th amend the Fiscal Year 2018/19 Youth Development Fund. 42. Communication from Director, Youth Bureau, in relation to a grant in the amount of $779,403 to continue funding to the Youth Bureau’s 21st Century Community Learning Centers. 43. Ordinance of the Common Council of the City of White Plains, authorizing the Mayor to receive the second year funding of the State Education Department’s  five year grant in the amount of $779,403, to continue its services to the Youth Bureau’s 21st Century Community Learning Centers. 44. Communication from Personnel Officer in relation to a proposed amendment to the White Plains Municipal Code Compensation and Leave Plan by creating and reallocating certain position titles. 45. Ordinance amending Sections 2-5-77 and 2-5-81 of the White Plains Municipal Code by creating and reallocating certain position titles. 46. Communication from the Deputy Commissioner of Parking in relation to proposed amendments to the Traffic Ordinance at various locations around the City. 47. Ordinance amending the Traffic Ordinance of the City of White Plains in relation to modifying a “One Hour Parking” Zone on both sides of Livingston Avenue and modifying a ”Two Hour Parking Monday through Friday” Zone on both sides of Livingston Avenue the west side of Lafayette Street. 48. Communication from Deputy Commissioner of Parking in relation to proposed amendments to the Traffic Ordinance at various locations around the City. 49. Ordinance amending the Traffic Ordinance of the City of White Plains in relation to modifying “One Hour Parking” Zones on the south side of Doyer Avenue, the south side of Linda Avenue and the north side of Chatterton Parkway; modifying “Three Hour Parking” Zones on the south side of Doyer Avenue and Linda Avenue, and modifying a “No Parking 10:00 a.m. to 11:00 a.m., Monday through Friday” Zone on the north side of Chatterton Parkway.
