the owner of the premises located at 60 South Broadway, for an amended
site plan approval for the proposed redevelopment of 60 South Broadway,
originally adopted by resolution of the Common Council on February 1,
2016, and extended by resolutions adopted November 7, 2016, and
March 5, 2018 further with the payment by the applicants of fee-in-lieu in
