COMMON COUNCIL AGENDA SPECIAL MEETING MAY 30, 2019 6:30 PM FIRST READING ORDINANCES: 1. Ordinance amending an ordinance entitled, “An ordinance of the City of White Plains imposing taxes on sales and uses of tangible personal property and on certain services, and on occupancy of hotel rooms, admission charges and club dues, pursuant to Article 29 of the Tax Law of the State of New York” to provide for an increase in the rate of sales and compensating use taxes. 2. Communication from the Mayor in relation to an appropriation of $5,111,025 from the City’s Contingency and Tax Stabilization Fund for use in the City’s Fiscal Year 2019- 2020 General Fund Budget to reduce the property tax rate increase. 3. Resolution of the Common Council of the City of White Plains authorizing the appropriation of $5,111,025 from the City’s Contingency and Tax Stabilization Reserve Fund for use as a financing source in the Fiscal Year 2019-2020 General Fund Budget to lower the property tax rate increase. 4. Communication from the Budget Director in relation to the proposed Tax Budget of the City of White Plains for Fiscal Year 2019-2020. 5. Ordinance adopting the Tax Budget for the General Fund for the Fiscal Year commencing on the first day of July 2019, and terminating at midnight on the thirtieth day of June 2020. 6. Ordinance adopting the Operating Budget for the Library Fund for the Fiscal Year commencing on the first day of July 2019, and terminating at midnight on the thirtieth day of June 2020. 7. Ordinance adopting the Operating Budget for the Self Insurance Fund for the Fiscal Year commencing on the first day of July 2019, and terminating at midnight on the thirtieth day of June 2020. 8. Ordinance adopting the Operating Budget for the Water Fund for the Fiscal Year commencing on the first day of July 2019, and terminating at midnight on the thirtieth day of June 2020. 9. Ordinance adopting the Operating Budget for the Sewer Rent Fund for the Fiscal Year commencing on the first day of July 2019, and terminating at midnight on the thirtieth day of June 2020. 10. Ordinance adopting the Budget for the Debt Service Fund for the Fiscal Year commencing on the first day of July 2019, and terminating at midnight on the thirtieth day of June 2020. 11. Ordinance authorizing the Commissioner of Finance to allocate funding to the White Plains Cable Access Commission, Inc., for Fiscal Year 2019-2020. 12. Communication from the Personnel Officer in relation to proposed amendments to Sections 2-5-77, 2-5-80 and 2-5-81 of the White Plains Municipal Code. 13. Ordinance amending Sections 2-5-77, 2-5-80 and 2-5-81 of the White Plains Municipal Code by Re-allocating, establishing and Deleting Certain Position Titles. 14. Ordinance amending Sections 2-5-50, 2-5-76, 2-5-77, 2-5-78, and 2-5-80 of the White Plains Municipal Code in relation elected, appointed, managerial/confidential, grant and hourly salaries, and dental benefits. 15. Communication from the Mayor in relation to a proposed amendment to Section 4-26- 10 of the City of White Plains Municipal Code. 16. Ordinance amending Section 4-26-10 of the White Plains Municipal Code pertaining to fees for filming permits. 17. Communication from Commissioner of Public Works in relation to various proposed amendments to the City of White Plains Municipal Code pertaining to various fees and penalties. 18. Ordinance amending various provisions of the White Plains Municipal Code pertaining to fees and penalties collected by the Department of Public Works. 19. Communication from the Commissioner of Building in relation to proposed amendments to the White Supplemental Uniform Building and Fire Prevention Code and the City of White Plains Municipal. 20. Ordinance amending various provisions of the Supplemental Uniform Building and Fire Prevention Code of the City of White Plains pertaining to fees and penalties collected by the Department of Building. 21. Ordinance amending various provisions of the City of White Plains Municipal Code pertaining to fees and penalties collected by the Department of Building. 22. Communication from Commissioner of Finance in relation to the Fiscal Year 2019-2020 Special Assessments for the White Plains Downtown Business Improvement District, and ordering the issuance of a tax warrant. 23. Ordinance fixing the 2019-2020 Special Assessments for the White Plains Downtown Business Improvement District, levying and confirming said Special Assessment, and ordering the issuance of a warrant thereof.
