COMMON COUNCIL AGENDA SPECIAL MEETING OCTOBER 28, 2019 6:30 PM FIRST READING ORDINANCES: 1. Communication from Corporation Counsel in relation to the settlement of certain tax review proceedings. 2. Ordinance authorizing the settlement of certain tax review proceedings. 3. Communication from Corporation Counsel in relation to an amendment to a previously approved license agreement between the City and Metro North Commuter Railroad Company authorizing the City to grant certain permanent easements to the Metropolitan Transportation Authority instead of Metro North Commuter Railroad Company as previously authorized in connection with the renovation of the White Plains Railroad Station. 4. Ordinance of the Common Council of the City of White Plains authorizing the Mayor or his designee to enter into a further amended license agreement between the City of White Plains and Metro North Commuter Railroad Company related to construction activities for the renovation of the White Plains Railroad Station, and to authorize the City to grant certain permanent easements to the Metropolitan Transportation Authority instead of Metro North Commuter Railroad Company as previously authorized in connection with the renovation. 5. Communication from the Mayor in relation to a Stipulation of Agreement between the City and the White Plains Professional Fire Fighters Association, Inc. Local 274 I.A.F.F., A.F.L.-C.I.O. to extend the collective bargaining agreement ending June 30, 2018 for three years through June 30, 2021. 6. Ordinance of the Common Council of the City of White Plains approving and ratifying the October 17, 2019 Stipulation of Agreement between the negotiating representatives of the City of White Plains and the Professional Fire Fighters Association, Inc., authorizing the Mayor to direct the Budget Director to transfer the necessary funds, the Commissioner of Finance to start payments under the agreement, and authorizing the Mayor to enter into a collective bargaining agreement containing the terms of the agreement. 7. Resolution of the Common Council of the City of White Plains to provide, pursuant to Chapter 674 fo the Laws of 2003, the age 55 retirement without the benefit reduction of Section 375-1 or 375-j of the Retirement and Social Security Law to eligible firefighters. 8. Ordinance of the Common Council of the City of White Plains to amend the Capital Projects Fund by establishing Capital Project No. C5558 entitled Longview Avenue Improvements. 12. Bond Ordinance dated November 4, 2019, authorizing the issuance of $606,000 aggregate principal amount serial bonds of the City of White Plains, County of Westchester, State of New York, to finance the costs of the reconstruction of City Streets. 13. Communication from Commissioner of Public Works in relation to proposed increases in the Water Rates and Fees pursuant to Section 197 of the City Charter. 14. Ordinance of the Common Council of the City of White Plains amending Paragraphs F and H of Appendix A, Section 7-8-121 of the White Plains Municipal Code, Water Rules and Regulations prescribed by the Commissioner of Public Works pertaining to revising certain water rates and connection fees. 15. Communication from Commissioner of Finance in relation to the sale of 146 Orawaupum Street with the net proceeds to be transferred to the Debt Service Fund, and to authorize the Budget Director to make the appropriate budget amendment for Fiscal Year 2019-2020. 16. Ordinance of the Common Council of the City of White Plains authorizing the Mayor to direct the Budget Director to amend the FY 2019-2020 General Fund Budget to reflect the proceeds from the sale of property. 17. Communication from Commissioner of Finance in relation to the recommendation of the City’s Real Estate Committee that certain properties be dedicated for general municipal purposes and effectively removing them the the taxable portion of the City’s assessment and remain as open space. 18. Ordinance of the Common Council of the City of White Plains determining that thirteen particular parcels of real property be designated and set apart for general municipal purposes. 19. Communication from Commissioner of Recreation and Parks in relation to an agreement between the City and the New York Knicks LLC, to provide a youth 20. basketball clinic and provide uniforms for the Winter Youth Basketball Program. 21. Ordinance of the Common Council of the City of White Plains authorizing the Mayor or his designee to execute an agreement between the City of White Plains and the New York Knicks, LLC, to provide a youth basketball clinic, a Knicks alumnus appearance, access to the Knicks Coaching and Development Program, ticket purchasing opportunities and uniform donations. 22. Communication from Commissioner of Recreation and Parks in relation to a donation from Good Sports, Inc., of athletic equipment to the City of White Plains to be used to support youth sports and fitness. 23. Ordinance of the Common Council of the City of White Plains authorizing the Mayor or his designee, to accept, on behalf of the City of White Plains, a donation of new basketball equipment. 24. Communication from Director, Youth Bureau, in relation to a contract with Career Visions Institute, LTD, to provide youth workshops for the 21st Century Community Learning Center STEAM Academy. 25. Ordinance of the Common Council of the City of White Plains authorizing the Mayor, or his disignee, to execute on behalf of the City (through its Youth Burea), a contract with Career Visions Institute, Ltd., to provide youth workshops for the 21st Century learning Center STEAM Academy. 26. Communication from Commissioner of Parking in relation to a renewal agreement between the City and Integrated Technical Systems, Inc. pertaining to hardware and software warranties on 93 of the multi-space parking meters in use throughout the City’s Municipal Parking System. 27. Ordinance of the Common Council of the City of White Plains authorizing the Mayor, or his designee, to enter into a 2019-2020 renewal agreement on behalf of the City of White Plains with Integrated Technical Systems, Inc., pertaining to hardware and software warranties on 93 of the multi-space parking meters in use throughout the City’s Municipal Parking System.
