Absent:Mr.Brasch As authorized by the Governor's Executive Order No. 202.1, one or more members of the Common Council may attend this meeting by conference call or similar service. Due to the public health emergency and the order to limit gatherings and the spread of COVID-19, the meeting will be closed to in-person attendance by the public. The meeting will be aired live on the White Plains Cable Access Channels (Channel 75 on Altice and Channel 47 on FIOS) streamed on the City's website(http://whiteplainsny.swagit.com/live). The Special Meeting was called to consider the following matters: Capital Projects-LED Lighting Improvements, Municipal Parking Structure Rehabilita- tion FY 2020, Cemetery Road Bridge Replacement; the proposed Community Development Consolidated Plan 2020-2024 and Annual Action Plan 2020-2021; 736 COMMONCOUNCILMINUTES April 27,2020 a presentation on the Proposed Budget of the City of White Plains for FiscalYear2020-2021; waiver of penalties and interest for late payment of Westchester County Property Taxes.
