COMMON COUNCIL AGENDA SPECIAL MEETING MAY 26, 2020 5:30 PM As authorized by the Governor’s Executive Order No. 202.1, one or more members of the Common Council may attend this meeting by conference call or similar service. Due to the public health emergency and the order to limit gatherings and the spread of COVID-19, the meeting will be closed to in-person attendance by the public. FIRST READING ORDINANCES: 1. Communication from the Mayor in relation to an appropriation of $5,198,783, from the City’s Contingency and Tax Stabilization Fund for use in the City’s Fiscal Year 2020- 2021 General Fund Budget to reduce the property tax rate increase. 2. Resolution of the Common Council of the City of White Plains authorizing the appropriation of $5,198,783, from the City’s Contingency and Tax Stabilization Reserve Fund for use as a financing source in the Fiscal Year 2020-2021 General Fund Budget to lower the property tax rate increase. 3. Communication from the Budget Director in relation to the proposed Tax Budget of the City of White Plains for Fiscal Year 2020-2021. 4. Ordinance adopting the Tax Budget for the General Fund for the Fiscal Year commencing on the first day of July 2020, and terminating at midnight on the thirtieth day of June 2021. 5. Ordinance adopting the Operating Budget for the Library Fund for the Fiscal Year commencing on the first day of July 2020, and terminating at midnight on the thirtieth day of June 2021. 6. Ordinance adopting the Operating Budget for the Self Insurance Fund for the Fiscal Year commencing on the first day of July 2020, and terminating at midnight on the thirtieth day of June 2021. 7. Ordinance adopting the Operating Budget for the Water Fund for the Fiscal Year commencing on the first day of July 2020, and terminating at midnight on the thirtieth day of June 2021. 8. Communication from Commissioner of Public Works in relation to a proposed amendment to the City of White Plains Sewer Rent Fees for usage of the sanitary sewers. 9. Resolution pursuant to Section 201 of the Charter of the City of White Plains approving Sewer Rent Fees established by the Commissioner of Public Works. 10. Ordinance adopting the Operating Budget for the Sewer Rent Fund for the Fiscal Year commencing on the first day of July 2020, and terminating at midnight on the thirtieth day of June 2021. 11. Ordinance adopting the Budget for the Debt Service Fund for the Fiscal Year commencing on the first day of July 2020, and terminating at midnight on the thirtieth day of June 2021. 12. Ordinance authorizing the Commissioner of Finance to allocate funding to the White Plains Cable Access Commission, Inc., for Fiscal Year 2020-2021. 13. Communication from the Personnel Officer in relation to amendments to the Municipal Code Compensation and Leave Plan and the 2020-2021 Table of Organization. 14. Ordinance amending Sections 2-5-77 and 2-5-81 of the White Plains Municipal Code by reallocating, establishing and deleting certain position titles. 15. Ordinance amending Section 2-5-44 of the White Plains Municipal Code ini relation to be promotion/upward reallocation of managerial confidential employees. 16. Ordinance amending various sections of the White Plains Municipal Code in relation to other appointed officials and managerial confidential salaries. 17. Communication from the Commissioner of Public Safety in relation to proposed amendments to the White Plains Supplemental Uniform Building and Fire Prevention Code. 18. Ordinance amending an ordinance entitled, “An ordinance adopting a Supplemental Uniform Building and Fire Prevention Code for the City of White Plains,” in relation to the White Plains Fire Code, Part 1, General Requirements, Inspection of Buildings and Premises, and Section C (5)(ii), pertaining to inspection and certificate fees and amending Subsection (PP) to Section B(1) of the White Plains Fire Code, Part 6, Fire Safety Practices, pertaining to finishing shops. 19. Communication from Commissioner of Finance in relation to the Fiscal Year 2020-2021 Special Assessments for the White Plains Downtown Business Improvement District, and ordering the issuance of a tax warrant. 20. Ordinance fixing the 2020-2021 Special Assessments for the White Plains Downtown Business Improvement District, levying and confirming said Special Assessment, and ordering the issuance of a warrant thereof.
