ANNEMCPHERSON COUNCIL MEMBERS: JustinBrasch John M.Martin NadineHunt-Robinson VictoriaPresser JohnKirkpatrick JenniferPuja A Special Meeting of the Common Council held Wednesday, November 18, 2020, called for seven thirty in the White Plains Performing Arts Center, Mayor Roach presiding and the following members present: Mr. Brasch, Mrs. Hunt- Robinson, Mr. Kirkpatrick, Mr. Martin, Ms. Presser, Mrs. Puja. The Special Meeting was called to hold a public hearing in relation to a proposed amendment to the Zoning Ordinance to create a Planned Residential Development District at 52 North Broadway. The Mayor read the following statement into the record. "This evening's public hearing is for the sole purpose of receiving comments regarding the applicant's Second Amended Petition, dated January 15, 2020, to re-zone the 16.09-acre 52 North Broadway project site from the existing RM-1.5 Zoning District to a new Planned Residential Development (PRD) District pursuant to Section 12 of the City Zoning Ordinance." 1790 COMMONCOUNCILMINUTES November 18,2020 "It is important to note that this isnota SEQRA public hearing to solicit comments regarding the Final Environmental Impact Statement (FEIS), or its contents, which the Common Council accepted as complete at the November 2, 2020 Council Meeting. The Council previously conducted nine public hearings on the Draft Environmental Impact Statement (DEIS) pursuant to SEQRA, and received public comment on the document over a nearly 13-month period between May 8, 2018 and June 5,2019." "Upon close of this zoning hearing, including a subsequent written comment period, the Common Council has the discretion to prepare Environmental Findings to conclude the SEQRA review process and consider action on the proposed zoning petition." "The Mayor announced an adjourned public hearing in relation to the Petition submitted on behalf of WP Development NB, LLC, for proposed amendments to the Zoning Ordinance of the City of White Plains regarding the creation of a "Planned Residential Development District" and amending the Zoning Map to place the property of WP Development NB, LLC, located at 52 North Broadway, within the "Planned Residential DevelopmentDistrict." Mrs. Hunt-Robinson moved that the hearing be opened. Mr. Martin seconded the motion. Carried. The Mayor declared the hearing opened and asked if anyone wished to be heard. The Mayor granted the privilege of the floor to: Stewart Werner, 50 North Broadway, Apt 3H; Guy Faristein, 15 Stewart Place, 11J; Mary Keogh 50 North Broadway. Mrs. Hunt-Robinson moved that the hearing be adjourned to Thursday, November 19, 2020 at 7:00 p.m. Mr. Martin seconded the motion. Carried.
