Ordinance adopting the Operating Budget for the Library Fund for the Fiscal Year commencing on the first day of July 2023, and terminating at midnight on the thirtieth day of June 2024. Ordinance adopting the Operating Budget for the Self Insurance Fund for the Fiscal Year commencing on the first day of July 2023, and terminating at midnight on the thirtieth day of June 2024. Ordinance amending an ordinance entitled "An ordinance of the City of White Plains imposing taxes on sales and uses of tangible personal property and on certain services, and on occupancy of hotel rooms, admission charges and club dues, pursuant to Article 29 of the Tax Law of the State of New York" to provide for an extension of the rate of sales and compensating use taxes. ADOPTED 7-0 10. Communication from the Personnel Officer in relation to amendments to the Municipal Code Compensation and Leave Plan and the 2023-2024 Table of Organization. F/S 11. Ordinance amending Sections 2-5-76 and 2-5-78 of the White Plains Municipal Code by adding and deleting certain position titles and amending the Table of Organization. ADOPTED 7-0 12. Ordinance amending various sections of the White Plains Municipal Code in relation to elected and appointed officials and managerial confidential, grant and hourly salaries. ADOPTED 7-0 13. Communication from the Council President in relation to amendments to the Municipal Code Compensation and Leave Plan and the 2023-2024 Table of Organization for the creation of a new legislative aide position. Communication from the Council President requesting an amendment to the White Plains Municipal Code by adding Section 2-3-1. F/S 16. Ordinance of the Common Council of the City of White Plains amending the White Plains Municipal Code Title II, Chapter 2-3, Article I by adding section 2-3-1 entitled, "Legislative Aide." ADOPTED 6-1 (nay: Hunt-Robinson) 17. Communication from the Commissioner of Finance in relation to the White Plains Downtown Business Improvement District budget for the 2023-2024 fiscal year. F/S 18. Ordinance of the Common Council of the City of White Plains Accepting the 2023-2024 Budget for the White Plains Downtown Business Improvement District and directing the preparation of an assessment roll based thereon. ADOPTED 7-0 19. Communication from the Commissioner of Finance in relation to the Fiscal Year 2023- 2024 Special Assessments for the White Plains Downtown Business Improvement District, and ordering the issuance of a tax warrant. F/S 20. Ordinance fixing the 2023-2024 Special Assessments for the White Plains Downtown Business Improvement District, levying and confirming said Special  Assessments, and ordering the issuance of a warrant thereof. ADOPTED 7-0 21. Communication from the Commissioner of Public Safety in relation to proposed amendments to the White Plains Supplemental Uniform Building and Fire Prevention Code. F/S 22. Ordinance amending the Supplemental Uniform Building and Fire Prevention Code for the City of White Plains in relation to the W hite Plains Fire Code, Part 1, General Requirements, Inspection of Buildings and Premises, Section C (5)(ii), pertaining to inspection and certificate fees. ADOPTED 7-0 DISCUSSION 23. Motion to enter into executive session for the purpose of discussing the litigation of: • Judith Jackson-Thomas against the City of White Plains; • Doyle Contracting Inc. against the City of White Plains; and • Foremost Development LLC. against the City of White Plains.
