A Special Meeting of the Common Council held Thursday, October 16, 2025, called for nine thirty o’clock in the Common Council Chamber, Mayor Roach presiding and the following members present:, Mr. Brasch, Mr. Frei-Pearson, Mr. Martin, Mr Payne, Ms. Presser, and Mrs. Puja. Blocktoberfest The Calm After the Storm – City of White Plains BID Sunday, October 26, 2025 Time of street closure: 9:00 a.m. – 9:00 p.m. Event: 1 p.m. – 6 p.m. Description: Downtown community block party, family-friendly activities Location: Mamaroneck Avnue between Maple Avenue and East Post Road Streets to be closed: Mamaroneck Avenue between Maple and East Post Road Respectfully Submitted Stefania A. Mr. Brasch seconded the motion. Carried. Mr. Martin asked unanimous consent to offer an ordinance entitled, “Ordinance of the Common Council of the City of White Plains authorizing the closure of certain portions of public Streets for Blocktoberfest ." Unanimous consent granted. Mr. Martin moved adoption of the following Ordinance. AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF WHITE PLAINS AUTHORIZING THE CLOSURE OF CERTAIN PORTIONS OF PUBLIC STREETS FOR BLOCKTOBERFEST WHEREAS, White Plains Downtown District Management Association, Inc. (the “White Plains BID”) has requested a street closure to hold an October celebration as an alternative to the Oktoberfest event that was cancelled due to inclement weather. NOW, THEREFORE, the Common Council of the City of White Plains hereby ordains and enacts as follows: Section 1. The following street shall be closed on Sunday, October 26, 2025, from 9:00 a.m. until 9:00 p.m., or as consistent with this schedule as deemed practicable by the Department of Public Safety and the Department of Public Works: • Mamaroneck Avenue between Maple Avenue and East Post Road with outdoor dining provided by White Plains BID approved restaurants permitted to set up pop-up tents with tables in the right-of-way for the sale of food and beverages in addition to the sale of White Plains BID approved Oktoberfest beverages (including alcohol) through store frontwindows. The event will also include the use of the Showmobile, or in the alternative, a portable stage platform (approximately 12’ x 20’) with tent on the Post Road for live music. Section 2. The White Plains BID will secure insurance meeting City standards for the event and will be responsible for reimbursing the City for any overtime costs incurred and billed by the City. 1 Section 3. Appropriate parking restrictions shall be enforced by the Departments of Public Safety and Parking as necessary during the temporary closure of the affected streets. Section 4. The Mayor is hereby authorized to publish, if necessary, a public notice of any bus service being rescheduled or rerouted by reason of the temporary closure of the proposed streets for these events, and detailing specific traffic changes for the date involved. Section 5. This ordinance shall take effect immediately. 2 Mr. Brasch seconded the motion. CASTELLI CLAUDIO PETRICCIONE Chief of Police Fire Chief (914) 422-6210 (914) 422-6360 TO THE HONORABLE MAYOR AND MEMBERS OF THE COMMON COUNCIL OF THE CITY OF WHITE PLAINS Submitted herewith for approval by the Common Council is an ordinance authorizing the execution of an agreement with the U.S. Department of Homeland Security to receive a grant in the amount of $846,019.41 through the Federal Emergency Management Agency’s Fiscal Year 2024 Assistance to Firefighters Grant. The period of the grant is from September 30, 2025 through September 29, 2027. The grant would be used to pay for the costs of rescue training for 24 personnel along with the overtime costs associated with attending the training. The grant requires a 10% match in the amount of $84,601.94, the payment of which would also be authorized by the proposed ordinance. Respecfully, David E. Mr. Martin asked unanimous consent to offer an ordinance entitled, “Ordinance authorizing the City of White Plains to receive a grant from the U.S. Department of Homeland Security for firefighter training." Unanimous consent granted. Mr. Martin moved adoption of the following Ordinance. AN ORDINANCE AUTHORIZING THE CITY OF WHITE PLAINS TO EXECUTE AN AGREEMENT TO RECEIVE A GRANT FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY FOR FIREFIGHTER TRAINING. The Common Council of The City of White Plains hereby ordains and enacts as follows: Section 1. The Mayor or his designee is hereby authorized to execute an agreement with the U.S. Department of Homeland Security to receive a grant in the amount of Eight Hundred Forty-Six Thousand Nineteen and 41/100 Dollars ($846,019.41) through the Federal Emergency Management Agency’s Fiscal Year 2024 Assistance to Firefighters Grant. The agreement period is September 30, 2025 through September 29, 2027. Said agreement shall be in a form approved by the Corporation Counsel. Section 2. Said agreement may provide that the City hold harmless and indemnify the U.S. Department of Homeland Security and shall be in a form approved by the Corporation Counsel. Section 3. The City shall be authorized to provide a match in the amount of Eighty- Four Thousand Six Hundred One and 95/100 Dollars ($84,601.95). The Commissioner of Finance is hereby authorized to receive and disburse the funds provided for by the grant for their intended purposes and to disburse such funds as are necessary to provide for the required match. Section 5. This ordinance shall take effect as of September 30, 2025. Mrs.Puja seconded the motion.
