CALL TO ORDER

1) Presentation by State Representative John McQueeney recognizing White Settlement Police Sergeant John Banner
for receiving the State of Texas Valor Award.
2) Presentation by Antonese Davis of The Salvation Army recognizing Mayor Faron Young for his participation in the
2025 Red Kettle Mayoral Challenge.
3) Presentation recognizing City Secretary Amy Arnold for receiving the United States Election Assistance
Commission's Distinguished Voter Education and Communications Initiatives Award.
4) Presentation of a Proclamation honoring Chief of Police Christopher Cook for his dedicated service to the White
Settlement community.
5) Presentation of the National Park & Recreation Month Proclamation.
6) Presentation by Community Services Director on department updates.
7) Presentation by Freese and Nichols on the Wholesale Water Customer Evaluation of the City's current water
system.
8) Presentation of Proposed Operating Budget for Fiscal Year 2026-2027
9) Presentation of Fiscal Year 2025-2026 No New Revenue and Voter Approval Tax Rate
10) Mayor ProTem Introduction of the P.A.W.S. Pet of the Month.
EXECUTIVE SESSION
Pursuant to the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council may convene into Executive
Session to deliberate regarding the following matters:
11) Sec. 551.071 CONSULTATION WITH THE CITY ATTORNEY:The City Council reserves the right to adjourn into
Executive Session at any time during this meeting to seek legal advice from the city attorney about any matters
listed on the agenda and pending or contemplated litigation, including:
a. White Settlement v. Pecos Housing Finance Corporation
12) Reconvene in Open Session to act on any item listed on the Executive Session agenda.
CONSENT AGENDA
All items on the Consent Agenda are routine or previously discussed items and will be approved with one motion; however, should a
member of the City Council wish to discuss any item, said item may be removed from the Consent Agenda and considered under the
Deliberation Agenda.
13) Approval of meeting minutes: July 7, 2026
14) Approval of Ordinance 2026-08-18-030 amending Ch. 2 "Administration" Article IV "Boards, Commissions, and
Similar Bodies" of the Code of Ordinance to rename the "Pride Commission" the "Keep White Settlement Beautiful
Advisory Commission."
15) Acknowledge receipt of and accept the Fiscal Year 2026-2027 Proposed Operating Budget.
16) Approval of the Audit Engagement Letter with Patillo, Brown & Hill, LLP for the fiscal year ending September 30,
2026.
17) Acknowledge TxDOT's termination of Advanced Funding Agreement #2 and approve Resolution 2026-08-33-017
approving Amendment 2 to Advanced Funding Agreement #1.
18) Approval of Ordinance 2026-08-17-029 Calling for a General Election to be held on November 3, 2026, for the
election of Mayor and Place No. 1; establishing procedures for that election; authorizing the method of voting;
approving an Election Contract with Tarrant County; and other matters related thereto.
19) Approval of Resolution 2026-08-34-018 approving a negotiated settlement between the Atmos Cities Steering
Committee (“ACSC”) and ATMOS ENERGY CORP., Mid-Tex DIVISION regarding the company’s 2026 Rate
Review Mechanism filing; and other matters related thereto.
20) Call a Public Hearing to be held August 25, 2026, at 6:30 p.m. for the Fiscal Year 2026-2027 Proposed Budget
21) Call a Public Hearing to be held August 25, 2026, at 6:30 p.m. for the Fiscal Year 2026-2027 Proposed Tax Rate of
$0.729348 per $100 valuation.
PUBLIC HEARING
22) Hold a Public Hearing and consider Ordinance 2026-08-19-031 adopting the Crime Control and Prevention District
Fiscal Year 2026-2027 Budget.
23) Hold a Public Hearing and consider Ordinance 2026-08-20-032 adopting the Economic Development Corporation
Fiscal Year 2026-2027 Budget.
DELIBERATION AGENDA
24) Discuss and consider approval of a proposal from Verkada for the installation of a camera and door access security
system at the Public Safety Center, located at 8900 Clifford Street, in an amount not to exceed $200,000,
contingent upon adoption of the FY 2026-2027 Budget; and authorize the City Manager to execute the agreement.

audience or staff. In accordance with the Texas Open Meetings Act, the Council cannot deliberate or take action on items raised.
