CAP Standing Committee Meeting Whitefish City Hall 418 E Second Street, 2nd Floor Wednesday, February 19, 2020 (5:30pm) In Attendance Committee Members: Casey Lewis, Hilary Lindh, Karin Hilding, Melissa Hartman, Sierra McCartney, Zack Darby, Ryder Delaloye (via phone), Jen Sybrant, Joe Page Public: Nikki Reed, Robin Paone 1. Meeting called to order at 5:30 2. Minutes from the January 15, 2020 meeting were approved 3. Committee Updates Fire • The recycle drop-off center at the Snow Lot needs to be moved before the lot can be developed for affordable housing – a potential location is out by Super 1. • Discussion about the full lifecycle of plastics in the valley; Karin suggests finding out what happens to plastic after it goes to Spokane. • Contact Mike Cross from Republic (get ppt. presentation) • Do we want to put informational recycling signs up before renewal of the Republic Services contract in 2021? • Sierra is working on an 11x17 poster (almost complete). School District • There are two Energy Corps members at the CSE this summer (Sammie & Althea). • Collaborate with the City to put on summer programs at the CSE. • Contact Flathead Watershed Through the Seasons (educational program for teachers). Public Works • Plastic Bag Ban: Talked with Chase Jones (Missoula) who suggested bypass the official ordinance. Offer positive public image to businesses willing to engage. • Melissa to talk with Mayor about his thoughts on bag ban. • Earth Day: April 25th 11-3 pm at the middle school. • Rethinking Plastic: Recycled Art Challenge (Earth Day event). • Bike to School Day: Wednesday, April 29th / tactical urbanism on 5th Street to delineate bike route. • Walking School Bus: Public works reach out to superintendent with proposal. • Rain Gardens to be constructed at Grouse Mtn. Seeking funding options and contractors with appropriate design. • Potential funding for Alpenglow Apartments community solar project through BEF, BNSF, Northwestern Energy, Whitefish Community Foundation. Project is moving forward. • Meeting with DEQ about electric school bus is upcoming (February 27). 4. Action Items • Public Works to contact Republic to find out where recyclables go after Spokane and to get Mike Cross’ recycling presentation for next month’s meeting • Public Works to meet with Nikki’s students to facilitate collaboration on plastic bag ban. • Melissa to discuss approaches for reducing bag use with Mayor. • Public Works Contact Flathead Watershed Through the Seasons. 5. Public Comment Nikki Reed: Ninth grade class is interested in researching plastic bag bans -- collaborate with the City. Meeting Adjourned at 6:52 Next Meeting scheduled for March 18 at 5:30
