CAP Standing Committee Meeting Online via WebEx October 21, 2020 In Attendance Committee Members: Hilary Lindh, Karin Hilding, Kate McMahon, Sierra McCartney, Casey Lewis, Jen Sybrant, Ryder Delaloye Public: Robin Paone A. Meeting was called to order at 5:35 pm B. Discussion - Ryder Delaloye moved to conduct meetings on-line until further notice. Motion was seconded. All approved. C. Approval of Minutes – It was moved and seconded to approve minutes as distributed. All Approved. D. Committee Status Updates 1. Public Works - Karin H. Reviewed a draft document that listed items that have been completed since plan was adopted. • Hilary noted that the information in the document will be formatted to be more eye- catching with visuals. The Committee will send suggestions/addition to the draft to Hilary. • Kate M asked that Planning Department add any relevant zoning updates to the document. • The School District will add items to the list of accomplishments. • Karin will be collecting information on low-impact landscaping options for new development. Vancouver, BC is a good example. • Ryder will compile examples of climate accomplishments from other similar communities and share with the committee. • Karin also noted that the Climate Smart Missoula web site has a story map that had locations of energy projects in Missoula. She suggested this might be something to consider for Whitefish. 2. Parks and Recreation • Planted new drought resistant trees this fall. Oaks, elms, fruitless crabapples, …. • Irrigation audit is underway. Report is due in November. • Donated old recycling bins from Depot Park to high school. 3. Other committee member updates • Casey – Climate Smart Glacier Country will be planning a winter related event • Plastic Recycling White Paper – Uploaded to CSGC web site. Montana Development Cooperative Center is considering applying for a grant to fund a 1 feasibility study to look at a cooperative effort among counties/communities regarding recycling. 4. School District Ryder – School District has an AmeriCorp member to replace the Energy Corp intern. The Energy Corp program was not funded for the next year. Might be able to use some the intern’s time for outreach. CSE has expanded food beds, native plants, wetlands, and there has been a lot of engagement with students. School District will be sending out survey to get feedback on adult education programs (i.e. Resiliency program). Partnership with Glacier Conservancy to help build out the hot house to expand capacity. Discussed partnership with City to coordinate programs with the climate action plan and get more programs/outreach in the community. E. Public Comment Robin Paone – On Oct. 6 requested support from City Council for the Energy Efficient Act – Bi-partisan bill before Congress. City Council will consider in a month or two. F. Public AGENDA Climate Action Plan Standing Committee Regular Meeting October 21, 2020 The Whitefish City Council Approved Emergency Ordinance No. 20-14 to provide for remote meetings of the City Council, City Boards and Committees to protect the health and wellbeing of all attendees, practice social distancing and to continue to have public meetings to serve the community during the Covid-19 pandemic. Therefore, the regular meeting of the Climate Action Plan Standing Committee will be held on Wednesday, October 21, 2020 at 5:30 p.m. via Webex.
