Climate Action Plan Standing Committee
Meeting Minutes
September 20, 2023
The Climate Action Plan Standing Committee was held on Wednesday, September 20th, 2023 at
3:30 p.m. in the City Council Chambers Conference Room at City Hall, 415 East 2nd Street.
A. Attending: Ray Lasa, Bret Luedke, Robin Paone, Karin Hilding, Liz Records, Andy Masa
(FEC), Lydia Fahrenkrug, Ben Davis, Dakota Whitman, Melisaa Hartman, and Nathan
Dugan.
B. Minutes from the August 16th, 2023 meeting were approved.
C. Communications/Outreach/Education – Ray Lasa, owner of Pioneer Heating and Cooling
and his recent client, Bret Luedke, discussed heat pumps and energy efficiency improvements.
Bret’s PowerPoint slides are attached. Andy Masa, of Flathead Electric Coop, discussed their
rebate program.
D. Project Updates
• Existing Projects
o Community Solar Project – Karin noted Cushing Terrell is proceeding with PV
array design.
o Transit Update - Mobility Platform/Transit MOU – no news
o FY 24 city budget process related to CAP committee
Retro-commissioning of ESC Building – Karin working on RFP
Public Works EV charging, potential EV for FY24 – no news
o C-PACE status (Karin) – Dana and Michelle will work on this Fall.
o Safe Streets for All Plan – Karin sent out RFP
o Mountain Towns 2030 Collaboration Update – Karin noted she will attend the
MT2030 Summit in Vail in mid-October
o Big Sky Climate Solutions Summit – Jan 11 and 12th, 2024 – Karin and Robin
are working with Anderson Rosenthal on the summit.
• Proposed Projects
o Follow up to MREA Weatherization and Electrification webinar on weatherization
training for builders (Aaron Mugaas and Brian Nickisch of Montana Weatherization
Training Center). We could coordinate training with Housing Whitefish and Winona
Bateman, of Families for a Livable Climate. A sub-group was created for setting up
weatherization training (Dakota, Robin and Karin). We’ll also look into Bozeman’s
heat pump rebates and incentives. Make training open to general public. We’ll
check in with Winona.
o USDA REAP grant information workshop was rescheduled to Wednesday, October
11th, at 6:30 pm. Heather Sayeg-Dayley will be presenting. We will invite solar
installers to have tables in the lobby outside the council chambers. Need to send out
press release by September 29th. There was discussion about notifying businesses
through the Chamber of Commerce and Explore Whitefish.

Karin will be attending the MT2030 Climate Solutions Summit in Vail October 18-19th.
