November 15, 2023
The regular meeting of the Climate Action Plan Standing Committee will be held on Wednesday,
September 20th, 2023 at 3:30 p.m. in the City Council Chambers Conference Room at City Hall, 415
East 2nd Street.
A. Call to Order
B. Approval of Minutes from September 20, 2023 Meetings.
C. Communications/Outreach/Education – Alyssa Wilbur, ICLEI program officer, will provide
an overview of the benefits of joining ICLEI. The City was a member for years during
development of our Climate Action Plan. The cost has increased to $1,200 per year. ICLEI, the
International Council for Local Environmental Initiatives, was founded in 1990 and is a leading
network of local and regional governments committed to sustainable development.
D. Project Updates
• Existing Projects
o Community Solar Project – The REAP grant has been submitted to USDA.
Cushing Terrell is working on the design.
o Transit Update - Mobility Platform/Transit MOU (Karin)
o FY 24 city budget process related to CAP committee (Karin)
Retro-commissioning of ESC Building – Karin getting bids for this work.
Public Works EV charging, potential EV for FY24 – funding was deleted
from the budget for a new Public Works vehicle.
o C-PACE status (Karin) – Dana and Michelle will work on this Fall.
o Safe Streets for All Plan – Karin sent out RFP. Consultant interviews will take
place in early December.
o Mountain Towns 2030 Collaboration and Summit Update
o Big Sky Climate Solutions Summit – Jan 11 and 12th, 2024 (w/ Anderson R.)
o First Quarter Update – Council Climate Action Goal (see attached)
o Hydro Plant Statement Oct 2023 (attached)
• Proposed Projects
o Follow up to MREA Weatherization and Electrification webinar on weatherization
training for builders. Aaron Mugaas and Brian Nickisch of Montana Weatherization
Training Center did the presentation. We could coordinate the training with Housing
Whitefish. Winona Bateman, of Families for a Livable Climate, is interested in
coordinating with us.
o USDA REAP grant information workshop was rescheduled to Wednesday,
November 15th, at 6:30 pm. Lad Barney will be presenting. Northstone Solar and
Carbon Recall, local solar installers will also attend. The press release was sent out
November 7th. Help spread the word.
o The Montana DEQ Climate Pollution Reduction Plan is asking for public input by
Jan. 5th. Should we create a sub-committee to develop some recommended
projects to include in the state plan? Implementation grants will only be available for
projects included in the plan.
