AGENDA Climate Action Plan Standing Committee Regular Meeting January 17, 2024 The regular meeting of the Climate Action Plan Standing Committee will be held on Wednesday, the 17th of January, 2024 at 3:30 p.m. in the City Council Chambers Conference Room at City Hall, 415 East 2nd Street. A. Call to Order – Committee Chair Robin Paone B. Approval of Minutes from November 15, 2023 Meeting. Welcome new members, Stasia Muhlner and Keegan Siebenaler. Hard copies of CAP available. Elect vice-chair at February meeting. C. Communications/Outreach/Education – Nick Fitzmaurice, an Energy Transition Advocate for MEIC, is helping coordinate an effort in partnership with other organizations to bring the Public Service Commission’s regulation of Montana utilities in line with our constitutional right to a clean and healthful environment. They are filing a formal petition for the PSC to adopt rules requiring consideration of climate impacts in its regulation of Montana utilities for cleaner, more affordable energy. Nick will be asking the CAP committee to recommend to the city council to consider joining the effort. (attached is additional information). D. Project Updates • Existing Projects o Community Solar Project – The REAP grant has been submitted to USDA. Cushing Terrell is working on the design. o Transit Update - Mobility Platform/Transit MOU (Karin) o FY 24 city budget process related to CAP committee (Karin)  Retro-commissioning of ESC Building – Getting bids this spring.  Public Works EV charging, potential EV for FY24 – funding was deleted from the budget for a new Public Works vehicle. EV charging at Depot Park. o C-PACE status – Dana and Michelle working on. o Safe Streets for All Plan – RPA selected through interviews. Council will consider at Jan. 16th council meeting. o Mountain Towns 2030 Collaboration and Summit Update o Winterland Climate Solutions Summit – March 7, 2024 (w/ Anderson Rosenthal) o ICLEI membership update – Alyssa review of WF CAP • Proposed Projects o Follow up to MREA Weatherization and Electrification webinar on weatherization training for builders. Aaron Mugaas and Brian Nickisch of Montana Weatherization Training Center. We could coordinate the training with Housing Whitefish. Winona Bateman, of Families for a Livable Climate, is interested in coordinating with us. o The Montana DEQ Climate Pollution Reduction Plan E. Upcoming Events F. Other Committee Status Updates G.
