AGENDA Climate Action Plan Standing Committee Regular Meeting February 21, 2024 The regular meeting of the Climate Action Plan Standing Committee will be held on Wednesday, the 21st of February, 2024 at 3:30 p.m. in the City Council Chambers Conference Room at City Hall, 415 East 2nd Street. A. Call to Order – Committee Chair Robin Paone B. Approval of Minutes from November 15, 2023 Meeting. Welcome new members, Stasia Muhlner and Keegan Siebenaler. Hard copies of CAP available. Elect vice-chair at March meeting. C. Communications/Outreach/Education – The presentations will be virtual. • April 30th Whitefish Weatherization and Electrification Workshop (3:35 pm) Aaron Mugass and Christine Armstrong of the Montana Weatherization Training Center will our upcoming April 30th Weatherization and Electrification Training Workshop. Melisa Rice of the Community Action Partnership of Northwest Montana (CAP NWMT) in Kalispell will assist with the workshop. CAP NWMT provides weatherization assistance for low income homes for four counties. Winona Bateman, of Families for a Livable Climate, offered to help promote the workshop and home tour. FEC has expressed interest in participating. • Snow Melt/Heat Cable Energy Waste Reduction Technology (4:20 pm) Thomas Clardy and Ephraim Schwartz of Powder Watts will provide a presentation on their smart technology that can reduce the energy demand of rooftop heat cables significantly. Upcoming Events Earth Day – April 20th at FVCC organized by Citizens Climate Lobby FEC annual meeting April 18th 3:30 pm at Walcholtz Center. F. Other Committee Status Updates G. Public Comment H. Adjournment D. Ongoing Projects – Since we have two presentations scheduled for this meeting we will leave updates of ongoing projects for the March meeting. o Community Solar Project – The REAP grant has been submitted to USDA. Cushing Terrell is working on the design. Plans at 95%. Panels higher than usual with space for pollinator plants. o Transit Update - Mobility Platform/Transit MOU (Karin) o FY 24 city budget process related to CAP committee (Karin)  Retro-commissioning of ESC Building – Getting bids this spring.  Public Works EV charging, potential EV for FY24 – funding was deleted from the budget for a new Public Works vehicle. EV charging at Depot Park. o C-PACE status – Dana and Michelle worked on. The public hearing is set for February 20th. o Safe Streets for All (SS4A) Plan – RPA has prepared a budget and scope of services. We are working on the contract in order to begin. o Mountain Towns 2030 Collaboration o Winterland Climate Solutions Summit – March 7, 2024 (w/ Anderson Rosenthal) o ICLEI update – Karin and Robin met with Alyssa Wilbur of ICLEI on Feb. 6th. Alyssa review of WF CAP – Collaboration through ICLEI with similar towns. o Railroad Crossing Elimination Grant – We received a $400,000 federal grant to study all of the Whitefish railroad crossings. BNSF’s match is $75,000 and the city match is $25,000. The scope of work includes consideration of reducing train car idling in Whitefish to reduce greenhouse gas emissions. o The Montana DEQ Climate Pollution Reduction Plan
