August 10th, 2026
The regular meetings of the Climate Action Plan Standing Committee will be held on the second Monday of
each month from 3:30-5:00 p.m. in the Whitefish Conference Room (Arches).

i. 7/13/2026 ACTION: Karin to check on the prospect of holding the CAP meeting at the
CSE after the tour
ii. 7/13/2026 ACTION: Ryan to set up a meeting with Cole, getting a draft of the community
wildfire plan to the CAP committee for review and perhaps invite other members of the
public to the meeting where we review the draft
iii. 7/13/2026 ACTION: Ryan to also review the 2030 Mountain Towns report on the subject
provided by Karin.
iv. 7/13/2026: ACTION: Tammy to confirm if the results of the Citywide Wildfire awareness
survey would be relevant to review in this committee
v. 7/13/2026 ACTION: Lizzy to integrate the City Hall employee comfort survey to the city
approved format
vi. 7/13/2026 ACTION: Tammy to look into online utility portal for obtaining hourly or sub-
hourly interval data that Eric could use for a before/after comparison

A. Call to order 3:31 pm
a. Committee Attendance: Eric Boxer, Tammy Zmoyski, Ryan Walther, Robin Paone, Keegan
Siebendaler, Lizzie English Muir
Non-committee members in attendance: Karin Hilding
B. Approval of minutes from the 6/10/2026 meeting pending some revisions
a. Eric brought the idea to attention that we should add specific CAP numbers to the ”Project
Updates” items that they have chosen or been delegated.
i. Tammy can append and update this
ii. Amelia requested to clarify the project that she expressed interest in TL6.4 and WW-2.4
and CFW 3.2
MOTION TO APPROVE MINUTES as amended: Ryan moved, Amelia seconded
C. Public Comment
a. From Karin; in contact with the Whitefish High School Center for Sustainability and
Entrepreneurship and doing a tour.
i. The director gets some funding but programs have stagnated due to her split role in
managing the facility (Bridgid Fray)
ii. The original design intent was for it to be a general hub about building energy efficiency
and sustainability
iii. Proposal to hold a tour there in conjunction with the next CAP meeting: Monday August
10th at 2:00 pm. Tour to be advertised publicly as well to the end that we need to
communicate there may be a committee quorum there.
7/13/2026 ACTION: Karin to check on the prospect of holding the CAP meeting at the CSE after

b. From Robin; Flathead Electric Coop offered to make a committee tour of the Whitefish
Community Solar array. Suggestion to hold that in September, at 2:00 PM, prior to the CAP
meeting
i. Tour to be advertised publicly as well to the end that we need to communicate there may
be a committee quorum there.
c. From Robin; Announcement of open coordination positions for the 2027 Earth Day event
D. Parking Study Recommendations Letter
a. Committee review considering additional comments from Rebecca Norton; committee agrees to
incorporate these ideas into further phases of parking and transportation infrastructure planning
b. Suggestion from Amelia to change “solicit” to “award” (the parking study contract)

F. Project Updates from Committee Members
a. From RYAN:
i. Urban Wildfire Mitigation and awareness: SWCA is in charge of drafting this plan. open
house attended - had resources. Draft plan should be available by August. BUT, THERE
MIGHT BE A VERY SHORT REVIEW PERIOD
ii. 7/13/2026 ACTION: Ryan to set up a meeting with Cole, getting a draft of the community
wildfire plan to the CAP committee for review and
perhaps invite other members of the public to the meeting where we review the draft

b. From AMELIA:
i. general interest, relevance to Wildfire mitigation
ii. Portable personal air quality kits (e.g., how to build your own)
iii. Ryan suggests possibly coordinating one such build-your own indoor air quality kit for
the new Habitat for Humanity hub in downtown Whitefish
c. From KEEGAN:
i. Public Transit
1. Public transit, had a meeting with Isabella Brown (forward Montana)
2. Working to develop relationship with the Flathead County transit planners
3. There is a meeting and solicitation for volunteers; Tues, July 21, 6PM virtual only
(meeting link: ) Right now, county wants Cities to take the lead, cities want the
county to take lead
d. From ERIC and ROBIN:
i. BE-1.3 / BE-1.5: Re-commissioning City Hall and General recommendations for building
energy efficiency
ii. Eric, Robin and Lizzy met with Guy Herman, city facilities manager on 6.10 and outlined
a number of action items to implement that could increase employee comfort and
decrease energy use.
iii. Guy Herman is working with ATS (HVAC controls tech vendor) to implement
recommendations
iv. 7/13/2026 ACTION: Lizzy to integrate the City Hall employee comfort survey to the city
approved format
v. 7/13/2026 ACTION: Tammy to look into online utility portal for obtaining hourly or sub-
hourly interval data that Eric could use for a before/after comparison
e. From TAMMY ZAMOYSKI:
i. Greenhouse Gas inventory
ii. Progress is underway
iii. Still has some transportation impact tracking to do
iv. Still has to do employed commute survey
v. Still needs to input data to the GHG inventory tracking tool to to data input
vi. Karin offers a point that there are more people working in city buildings compared with
the last time a GHG inventory was conducted
f. From Lizzy English Muir:
i. WWTP efficiency upgrades
ii. Fats oils and grease have been impacting the efficacy of the WWTP process. Certain
city ordinances are intended to manage the effluent of grease to the waste stream. The
enforcement of these ordinances has been weak.
iii. Lizzy has drafted a letter to all restaurants in town around grease/oils disposal best
practices and code compliance. Especially targeting
a few main offenders as identified by sewer system scoping efforts
iv. Power quality metering infrastructure will be updated soon to help track power service
quality issues that have been impacting the equipment at the WWTP (VFDs, actuators
with loose wires)
v. Drying beds: open air evaporation and subsequent transport to the FC landfill….
Community wide composting facility? Planning to expand surface area and also possibly
grow wetland forage to help bio-treat
