January 11, 2022
Park Board Members Present: Jim DeHerrera, Ron Brunk, Carrielynn O’Reilly, Melissa
Hartman (arrived 6:43pm)
Park Board Members Absent: Frank Sweeney, Ray Boksich, Terri Dunn
Guests/Members of the Public: Kevin Gartland (Chamber of Commerce), Rhonda Fitzgerald
(Heart of Whitefish Farmers Market)
City Staff Present: Maria Butts and Jennie Bradford
A.Call to Order: 6:35pm MST
E. Committee Reports
a) Bicycle/Pedestrian Committee: Vice President DeHerrera states biggest point of
discussion is the Riverbend Condo easement. As per the meeting minutes, John
Phelps found information of a boardwalk that existed there years ago. This establishes
there was use of the easement at one point in time. Going to continue to keep this
project moving forward. In other news, they did not get full funding for the viaduct
improvements but did receive some funding. Public Works Director Workman is
reported to have put out an RFP to design new scaled down project.
b) Tree Advisory Committee: Have not met
c) WSFF: President Brunk reports everything is going well.
d) WAG: Member Boksich absent. No minutes, so nothing to report.
K. Items from the Parks and Recreation Department
a) Administrative Report: Director Butts states in writing MOU for the Glacier Twins,
realized 77.78% and 22.22% is cumbersome. Once Member Hartman arrives would like
approval the Park Board agrees to making the split 78% and 22% respectively. Also, Director
Butts would like the board to decide if they would like the autorenewal of every 5-years to be
forever, or prefer to impose a limitation of three, 5-year terms on the renewal. [Member

B. Approval of the Jan 11 Agenda: Amendment to beginning with Public Comment and
then move to H.a) Old Business, and then continue in order. Vice President DeHerrera
moved to accept the amended agenda as presented. Seconded by member O’Reilly.
All ayes.
C. Approval of the Nov 2021 Meeting Minutes: Member Hartman moved to accept the
minutes. Seconded by member O’Reilly. All ayes.
D. Public Comment: Kevin Gartland of the Whitefish Chamber of Commerce explained
history of Oktoberfest, why it has been held at the time of year it has, proposed dates of
Oktoberfest 2022, including time needed for set-up. Rhonda Fitzgerald of the Heart of
Whitefish spoke to the purpose and history of the Whitefish Farmers Market including
the market being unable to change dates as it occurs during the time of year farmers
can harvest their product.

H. Old Business:
a) Consideration of the overlapping of Farmers Market and Oktoberfest’s requested dates
and directive to staff on managing overlapping event dates.
Member Hartman made a motion that this year it is required that Oktoberfest set-up on
Wednesday September 21, the Farmers Market have a smaller footprint for their final
market on September 27, and Oktoberfest will pull things (fencing) back for the last
market. In the future, Oktoberfest will not be permitted to set-up until after the last
September Farmers Market. Seconded by Vice President DeHerrera. All ayes.
I. New Business:
a) Consideration to recommend to the Whitefish City Council amendments to Title 7,
Chapter 3 of the Whitefish City Code
Vice President DeHerrera made a motion to adopt the language as presented and
adding ATV’s and UTV’s. Seconded by member O’Reilly. All ayes.
J. Other Items: Director Butts informed the Park Board that Frank Sweeney was
reappointed to the Park Board and Ryan Hennen was the alternate, but he has left
Council, so the new alternative is Giuseppe Caltibiano.
K. Items from the Parks and Recreation Department
a) Administrative Report: By consensus, the Park Board agrees to making the split
between the Glacier Twins and the City 78% and 22%, and the autorenewal be limited
to three, 5-year terms.
b) Recreation Coordinator Report: no comment
c) Maintenance Report: no comment
d) Community Services Report: no comment
