Park Board Meeting Minutes February 7, 2023 Park Board Members Present: Ron Brunk, Ray Boksich, Melissa Hartman, Terri Dunn, Frank Sweeney, Antonia Malchik. Park Board Members Absent: Jim DeHerrera City Staff Present: Maria Butts, Jennie Bradford A. Call to order at 6:04 p.m. B. Approval of the February 7, 2023, Agenda Amendments • Member Sweeney motioned to add swearing in of new Park Board member Antonia Malchik to immediately following approval of the agenda. Motion to approve made by Member Dunn. Seconded by Vice-President Hartman. All ayes. C. Oath of Office: President Brunk swore in Antonia Malchik. D. Approval of the November 8, 2022, Minutes. Motion to approve by Member Sweeney. Seconded by Vice-President Hartman. All ayes. E. Public Comment: Kerry Drown, Principal of Whitefish High School (WHS) shared the potential expansion of the WHS, including their athletic complex. He stated he would like to encourage the Park Board to revive discussion of adding Tennis Courts and a sidewalk to the south end of Memorial Park. Member Sweeney asked if the city made this area available, would the school district be willing to fund construction and maintenance of the courts. Drown was not sure the school could fund a project built on land they did not own. Director Butts inquired as to how the tennis courts at Riverside and Grouse were inadequate. Drown stated that the magic number of courts needed to host a tournament is 8. Director Butts shared we currently have 6. Member Sweeney asked Director Butts is there was room for 8 courts. Director Butts has not done an assessment to be able to answer that question. F. Committee Reports: a. Bicycle/Pedestrian Committee: Director Butts shared with regards to the Riverbend project, we are moving forward with surveying in the spring and then sending out an RFP. We will be submitting a TA Grant for a conceptual design of Memorial Park master plan and adding angled parking on streets around park with a path inside the park to help with school drop-off and safe walking routes for students. Member Malchik added the committee spoke about more bike parking in town. b. Tree Advisory Committee: Member Dunn shared they have not met in sometime. Next meeting is tomorrow. c. WSFF: Member Boksich shared he has heard complaints of the Ice Den not being maintained. President Brunk shared we are hanging onto the old Zamboni incase the primary one breaks down. d. WAG: Member Boksich shared there is not too much activity this time of year. They just completed the crowning of the first annual winter dog park king and queen. They received 40-50 applications. It was a great success. G. Presentations: a. As representatives from Dreamland Skatepark were not yet in attendance, the board agreed to table this item until after New Business. H. Public Hearings: NA I. Old Business: NA J. New Business: a. Consideration of priorities for FY24 Capital Improvement Plan Director Butts shared the current list of priorities for the FY24 CIP, which was also included in the packet. Vice President Hartman asked if there is an issue with our current docks. Director Butts explained many do not have gang planks that are long enough, some need boards replaced, and other docks are old and need to be replaced completely. Director Butts was asked about the location of another toddler playground, which will likely be at the Armory. Member Malchik asked if we have looked in ADA playgrounds. Director Butts shared we have, but typically we would do a fully ADA playground rather than piecemeal. Motion to approve the priorities as presented was made by Vice President Hartman. Seconded by Member Dunn. All ayes. Returned to agenda item G. Presentations a. Director Butts stated they are close to reaching their fundraising goal and should reach it by summer when they anticipated starting construction. Dreamland was chosen to complete the skatepark expansion, which includes introductory level features. Director Butts has verified it has adequate drainage. There may be some trees impacted, so they are working with urban forestry on this. The packet contains 90% drawings, and tonight they are seeking approval from the board. Motion to approve the drawings as presented was made by Member Dunn. Seconded by Member Boksich. All ayes. K. Other Items: L. Items from the Parks and Recreation Department a. Administrative Report: Board agreed to move the April meeting from the 11th to the 18th. b. Recreation Coordinator Report: NA c. Maintenance Report: NA d. Community Services Coordinator Report: NA M. Correspondences: NA N. Items from the Park Board: Director Butts shared Member Dunn and Riley Polumbus of Logan Health invited her and staff Liz Records to the Chamber’s awards ceremony which recognized those who provided services during Covid-19. Both Director Butts and staff Records received awards. O. Adjourned at 7:32 p.m. Motion approved by Member Boksich. Seconded by Vice President Hartman. All ayes.
