Park Board Meeting Minutes June 13, 2023 Park Board Members Present: Ron Brunk, Jim DeHerrera, Terri Dunn, Frank Sweeney, Melissa Hartman, Antonia Malchik (remote) Park Board Members Absent: Ray Boksich City Staff Present: Maria Butts, Jennie Bradford Guests: Kevin Gartland, Chamber of Commerce A. Call to order at 6:04p.m. B. Approval of the June 13, 2023, Agenda. Motion to approve made by Member Dunn, seconded by Member Sweeney. All ayes. C. Approval of the May 9, 2023, minutes. Motion to approve made by Member Sweeney, seconded by Member DeHerrera. All ayes. D. Public Comment: NA E. Committee Reports: a. Bicycle/Pedestrian Committee: Member DeHerrera shared they would like to see the standard width for shared use paths be 10’ and 8’ in extenuating circumstances. b. Tree Advisory Committee: Member Dunn reported the committee did not meet last month. c. WSFF: President Brunk and Member Sweeney were absent from last meeting. The committee meets again tomorrow. d. WAG: No meeting this past month. F. Presentations: NA G. Public Hearings: NA H. Old Business: NA a. Update on Oktoberfest impacts to Depot Park turf Kevin Gartland of the Chamber of Commerce was in attendance and acknowledged the wear and tear on the turf from the event and the greatest impact being the bar in the northeast corner of the tent. He accepts responsibility for damage to turf and shared he would like to find a way to be less impactful to the park and still hold the event there. He proposed setting up the main bar on hardscape (street and sidewalk), alternating which tent flaps were open to reduce repetitive foot traffic in and out of the tent, and moving the entrance tent the second weekend. Director Butts added the idea of a boardwalk at entrances. She added this may fade the turf like it did under the dance floor, but it did not damage it.  President Brunk noted the turf appears to be coming back with exception of the northeast corner. Director Butts shared Parks Maintenance Foreman Steve Bullemer suggests replacing sod in the area this fall. The Chamber is aware they will incur the cost to repair this damage. At this time, there is no action to be taken. Director Butts requested the Chamber make note of the mitigation efforts discussed in their special event application. I. New Business: a. Consideration to remove Depot Park recycling containers due to excessive contamination. Member Sweeney moves to approve removing recycling containers from Depot Park and replacing with bear resistant trash cans. Seconded by Member Dunn. All ayes. J. Other Items: NA K. Items from the Parks and Recreation Department a. Administrative Report: Director Butts shared she conducted a site visit at the Cloud 9 property and the fence has been removed from the easement. She also visited the newly restored and revegetated pump track, and it is markedly improved. Director Butts added the seed has not yet been watered as there is rain in the forecast, but we do have water out there if need be. Armory Park is progressing, and it was scheduled for seeding today. Director Butts shared council did not express concern with the budget as presented. Council did express they would like more permanent restrooms to be prioritized in the CIP, and for a portion of resort tax to go to maintenance of smith fields. Member Sweeney shared Smith Fields is looking for a contribution in some shape or form to help with the park. Director Butts proposed a fund like the Memorial Park fund. Director Butts did share the importance of not drawing from funds the City needs to care for our own parks. Member Sweeney agreed it was a good idea to add a line item in budget. b. Recreation Coordinator Report: NA c. Maintenance Report: Director Butts shared the City briefly had a person helping with the installation of the irrigation controllers, but now staff is slowly putting them in as they have time. As the new controllers are more complex than the old system, it is taking more time. d. Community Services Coordinator Report: Member Sweeney stressed the importance of our AIS program as it is incredibly important to our community. L. Correspondences: NA M. Items from the Park Board: Member DeHerrera shared the Bike Ped committee will be addressing e-bikes and other non-confirming trail users in a future meeting. Director Butts spoke with Police Chief Bridger about golf cart enforcement on paths. Currently, carts are not allowed on the road. The City would need an ordinance for that to be permitted. Member Sweeney urged Director Butts to have the City work towards an ordinance allowing golf carts on roads due to the danger their pose on the shared use trails. Director Butts communicated the City does have an e-bike ordinance that only permits class 1 or 2. Member Malchik added wanting to invite everyone who rents/sells e-bikes to the Bike Ped meeting on this topic, and  working on having everyone on the same page. President Brunk shared he received feedback from a market vendor that the trees in Depot could have been plated in a better location. President Brunk confirmed with Director Butts the trees were planted as per master plan. N. Adjourned at 7:17pm, motioned by Member Sweeney and seconded by Vice President Hartman. All ayes.
